Project Description: The Coast Guard is proposing to construct an 18500 gros:q
square foot helicopter maintenance training facility at Support Center
Elizabeth City. The building will be sited adjacent to the Aviation Technical
Training Center, which is located within the western section of the Support
Center. Activities will include construction of the building, installation of
a new electrical substation, utilities connections, concrete pavement removal,
clearing, grading, and landscaping.

Consistency Determination: In accordance with Federal Consistency
requirements of Section 307 of the Coastal Zone Management Act of 1972, the
project has been reviewed for consistency with the North Carolina Coastal
Management Program. The following information is being submitted to support
that determination:

A. Areas of Environmental Concern: The project will not take place within
any of the AECls identified in the Pasquotank County Land Development Plan.
There may be indirect impacts to the adjacent estuarine shoreline AEC from
construction related air and noise emissions and temporary erosion of exposed
soil. However, these impacts are expected to be minimal. Hence proposed
activities will not have a significant impact on estuarine resources, nor will
significant watar degradation occur. Since the proposed site is currently
paved with concrete, there will be no long-term changes in surface runoff due
to presence of an impervious surface.

B. Land Use Plans: The proposed activity will not alter existing land use
within the Support Center. As required by the Pasquotank Land Development
Plan, review of the proposed project will be coordinated through the
intergovernmental review process.

C. Cultural/Historic Resources: There are no structures of historical or
architectural importance located within the planning area.

Conclusion: The proposed project is consistent with the North Carolina
Coastal ~anagement Program.
