Fyi. I talked to Jamie James, the sand dredger. He was pleasant, but not be happy about DWR potentially trying to 'pull
food off his kids' table' to restore the stream while still allowing the City to 'put chemicals in the water'. He had hoped
that 'it was all over' when his permit got renewed and the WWTP was allowed to expand. Needless to say, he will not be
voluntarily rescinding his permit. He does not he can move the operation somewhere else since it is his relationship to
the current landowner that allows him to be where he is at. If, for some reason, you want to contact him, his phone
number is 336-240-8919.
I told him no decisions have been made at this point, and that I would keep him appraised of the situation.
I emailed the City (Terry Houk) asking him to provide you, John, with as much information as he can, including a
restoration plan if there is one, and a timeline. I told him in the email that we would be discussing again at the end of
the month, allowing you time to come up to speed on things and to arm yourself with as much information as you could
before contemplating discussion with Tom Reeder.

Hi everyone,
See an old email chain of ours below.
I remember Charles telling me that the permit referred to in the old emails below slipped through the cracks and got
renewed automatically in 2012.
Well, now it is rearing its ugly head. The City of High Point has folks on the ground surveying in preparation for the steam
restoration in question and noticed that this mine is currently being operated. They sent an email to Corey this week
wanting to know what's going on. What should I tell them now... hopefully not, 'sorry, you'll have to wait until 2017
when the permit expires again'.
Essentially, we'd need to tell the owner that we're taking his permit away half -way through the permit cycle. Is there
even a way to do that?

Charles,
I should also clarify that any request for a sand dredging General Permit on Rich Fork Creek should not be allowed if it
will affect upstream or downstream dissolved oxygen levels in the Creek. These occurrences would have a direct impact
on the dissolved oxygen assimilative capacity being relied on for the High Point Westside WWTP expansion.

Charles,
The City of High Point is planning on performing a 4.17 mile stream restoration project on Rich Fork Creek,
YPDRB. Much of the restoration will center around repairing areas where sand dredging has occurred and low dissolved
oxygen levels have been measured. Mr. Jamie James who currently has a General Permit (NCG520091) for sand
dredging on Rich Fork Creek has been told his permit will not be renewed. Therefore, since the General Permit expires
July 31, 2012 please be sure not to renew Mr. James permit. Jenifer Carter of WSRO does not know of any other sand
dredging operation occuring on Rick Fork.
