The construction of the wastewater treatment facilities will not have any conflict with buffer requirements. Also, there is are impact to stream/wetlands. Also, I gave a copy of the application to Peggy Finley with the Aquifer Protection Section in Mooresville, and according to her there is no need for a recycle permit. General Dellinger Precast inc. is located at 4531 North Hwy 16, Denver, NC 28037. The company manufactures precast concrete products including, storm drainage boxes, manholes, septic tanks and other specialty concrete products. The precast operation was started at 3 15 1 Webbs Road, Denver, NC but was moved to the present location to expand the operations around 2001. The operation at the Webb's Road site included a building in which the precast pours were made, a concrete batch plant, materials storage and an operations building. The concrete batch plant was not moved when the precast operation was moved to the Highway 16 site. Concrete is still batched at the old site and transported to the Highway 16 site using concrete trucks. In order to consolidate all precast operations and eliminate the need for on road transport tnlckS, a new concrete batch plant is proposed at the Highway 16 site. Existing Conditions at the Highway 16 site The Highway 16 site contains about 37 acres and is located on the southwest side of the highway. The site slopes from the highway in a southwest direction to Killian creek The land was graded to accommodate the entire operations and consists primarily of four interconnected areas, each on different elevations. The areas are depicted on the attached Sheet I as Area 1, Area 2, Area 3 and Area 4. Area 1 contains the employee parking area, Area 2 contains the precast building, asphalt parking area for transport trucks and small equipment as well as small vehicles, anci gravel product storage area, Areas 3 and 4 contain primarily graveled product storage. Practically, all storm water drainage from Area 1, approximately one-half of the drainage from Area 2 and approximately one quarter of Area 3 drains to a wet basin constructed as part of the erosion control measures when the land was grade. The discharge from the wet basin is to a natural swale that eventually discharges to Killian Creels. The remaining part of Area 2 drains to a dry earthen basin (built as part of the erosion control features during the grading operation) through a culvert under the entrance road, a swale and a series of pipes. A portion of the neighboring property also drains to the same swale and pipe as Area 1 to the dry basin. The remaining part of Area 3 and all of Area 4 drain to the dry basin. Storm water leaves the site at two locations depicted as Outfall 1 (from the wet basin) and Outfall 2 (from the dry basin). Concrete Batch Plant tk new batch plant .s proposes t^ >kc installed in the northeastern part of Area 4. The location is shown on Sheet 1. Aggregate and sand storage will be in concrete walled and concrete floor open top bins. Storage of the aggregate can and will be minimized as the aggregate quarry is within 1 mile of the site. Dellinger transports the aggregate and sand with Dellinger trucks thereby controlling the delivery time and rate. —Concrete trucks-will=be�used=to=transport=the=eomrete-from -the =batch=plant=to--the-precast _ . building. From there the concrete is deposited in pour buckets and placed in the forms. The trucks will return to the batch plant for reload and return to the precast building. When the trucks return to the batch plant the concrete chute will be washed or wetted before charging at the batch plant. After pouring is fizushed (usually at the end of day) the drums will be cleaned with water. The wash out water from the drum and chutes will be discharged to a treatment system. Chutes and truck drum washout process The treatment system for the chute and drums will consist of a series of tanks in which the material will settle and finally to a treated water storage tank. From there the water will be pumped to a yard hydrant where the water will be used to wash the chutes and clean the drum. Thus the water will be recycled through the washout process. To eliminate or considerably reduce the rainwater component, the washout treatment process could be covered. The settled washout material will be removed from the tanks and placed on a drying area. Water removed from the material will be recycled back to the treated water iank of uie wash-Vout process. Water will placed in the truck drums that will be used in the concrete batch as water accumulates to maintain the water balance. Aggregate wet -down NCDO T requires the aggregate to be wetted during hot weather, usually in June, July, and August. The wetting is usually done by spraying water on the aggregate pile using a sprinkler head. Drainage water from the wetting operation will be collected in a series of tanks whereby the load of particulate will settle and the water recycled to the sprinkler head. A manually operated valve on the discharge pipe of the last tank will be closed during the wetting operation thereby eliminating the discharge of drainage to the storm drainage system. The valve will be open all other times thereby allowing discharge of rainfall drainage to the storm water system. Any excess water will be used in the concrete batch operation thereby eliminating the discharge to surface water. Permitting Dellinger Precast, Inc. is proposing to be permitted under General permit 070000 which includes Concrete Products. Conversations with permitting personnel indicates the use of this permit will requires that all wastewater from the site not be discharged to the storm water system thereby "owing s .-L-ce :rater disr.hara� The approach to the permitting is to consider all rainfall on a�,.,wu�� �u���.. the site (including the roof top of buildings, covered product storage yard surfaces, product inventory, sand and aggregate storage, vegetated slopes, etc.) will be considered storm water not subject to non -discharge. The basin is designed to recycle the wash water used to rinse the concrete trucks. The volume of water pumped to wash the trucks will be reintroduced into the basin and recycled. No additional water will be introduced unless needed due to evaporation, additional water will only be introduced in order to maintain the water level in the basin. When the basin is cleaned, the collected material will be dewatered and distributed on the storage yard of the precast plant. See attached recycle schematic showing inflow and outflow from basin. Sand Storage The sand storage will' not be wetted during summer months. The rain water that falls on the sand storage is considered storm water and will be released to the storm water collection system. Aggregate Storage The aggregate storage will be wetted during the summer months per NCDOT specifications. The wastewater associated with the wetting will be treated in an attached basin. The wastewater will be recycled to irrigate the aggregate storage. Rainwater that falls on the aggregate storage is considered stormwater. This water will be released to the stormwater collection system. The direction of flow will be controlled by 2 gate valves. The gate valve to the treatment basin will remain closed until irrigation of the aggregate storage occurs. The gate valve to the stormwater collection system will be closed during wetting and vice versa. When the basin is cleaned, the collected material will be dewatered and distributed on the storage yard of -the precast plant. I have attached calculations for the rainfall of the aggregate storage. The amount needed for wetting of the aggregate pile is dependent on the amount of storage provided. The pump used for irrigation will have a low water level switch that will cut off at a certain level (1'). Once the irrigation water drains into the treatment basin, at a certain level, the pump will turn back on CIVIL ENGINEERS & SURVEYORS and pump to the irrigation head to repeat the process. The pump will be manually controlled by the precast plant employees so that when irrigation of the aggregate storage is not occurring, the pump will not run. If additional water is needed in the treatment basin to operate the irrigation process, rainwater will be allowed to enter the treatment basin to be used in the wetting process or water may be manually added to the basin depending on the need for makeup water. October 10, 2011 General Dellinger Precast inc. is located at 4531 North Hwy 16, Denver, NC 28037. The company manufactures precast concrete products including, storm drainage boxes, manholes, septic tanks and other specialty concrete products. The precast operation was started at 3151 Webbs Road, Denver, NC but was moved to the present location to expand the operations around 2001. The operation at the Webb's Road site included a building in which the precast pours were made, a concrete batch plant, materials storage and an operations building. The concrete batch plant was not moved when the precast operation was moved to the Highway 16 site. Concrete is still batched at the old site and transported to the Highway 16 site using concrete trucks. In order to consolidate all precast operations and eliminate the need for on road transport trucks, a new concrete batch plant is proposed at the Highway 16 site. Existing Conditions at the Highway 16 site The Highway 16 site contains about 37 acres and is located on the southwest side of the highway. The site slopes from the highway in a southwest direction to Killian creek. The land was graded to accommodate the entire operations and consists primarily of four interconnected areas, each on different elevations. The areas are depicted on the attached Sheet 1 as Area 1, Area 2, Area 3 and Area 4. Area 1 contains the employee parking area, Area 2 contains the precast building, asphalt parking area for transport trucks and small equipment as well as small vehicles, and gravel product storage area, Areas 3 and 4 contain primarily graveled product storage. Practically, all storm water drainage from Area 1, approximately one-half of the drainage from Area 2 and approximately one quarter of Area 3 drains to a wet basin constructed as part of the erosion control measures when the land was grade. The discharge from the wet basin is to a natural swale that eventually discharges to Killian Creek. The remaining part of Area 2 drains to a dry earthen basin (built as part of the erosion control features during the grading operation) through a culvert under the entrance road, a swale and a series of pipes. A portion of the neighboring property also drains to the same swale and pipe as Area 1 to the dry basin. The remaining part of Area 3 and all of Area 4 drain to the dry basin. Storm water leaves the site at two locations depicted as Outfall 1 (from the wet basin) and Outfall 2 (from the dry basin). Aggregate and sand storage will be in concrete walled and concrete floor open top bins. Storage of the aggregate can and will be minimized as the aggregate quarry is within 1 mile of the site. Dellinger transports the aggregate and sand with Dellinger trucks thereby controlling the delivery time and rate, Concrete trucks will be used to transport the concrete from the batch plant to the precast building. From there the concrete is deposited in pour buckets and placed in the forms. The trucks will return to the batch plant for reload and return to the precast building. When the trucks return to the batch plant the concrete chute will be washed or wetted before charging at the. batch plant. After pouring is finished (usually at the end of day) the drums will be cleaned with water. The wash out water from the drum and chutes will be discharged to a treatment system_ Chutes and truck drum washout process The treatment system for the chute and drums will consist of a series of tanks in which the material will settle and finally to a treated water storage tank. From there the water will be pumped to a yard hydrant where the water will be used to wash the chutes and clean the drum. Thus the water will be recycled through the washout process. To eliminate or considerably reduce the rainwater component, the washout treatment process could be covered. The settled washout material will be removed from the tanks and placed on a drying area. Water removed from the material will be recycled back to the treated water tank of the washout process. Water will placed in the truck drums that will be used in the concrete batch as water accumulates to maintain the water balance. Permitting Dellinger Precast, Inc. is proposing to be permitted under General permit 070000 which includes Concrete Products. Conversations with permitting personnel indicates the use of this permit will requires that all wastewater from the site not be discharged to the storm water system thereby allowing surface water discharge. The approach to the permitting is to consider all rainfall on the site (including the roof top of buildings, covered product storage yard surfaces, product inventory, sand and aggregate storage, vegetated slopes, etc.) will be considered storm water not subject to non -discharge.
