Dear Ms. Karoly:
The proposed East Carolina University School of Dentistry will require a stormwater
management plan (SMP) to meet the requirements of the NPDES Phase II stormwater
program. The SMP for this project has been submitted to the Stormwater Permitting Unit
of the NC Department of Environment and Natural Resources-Division of Water Quality
for their review and approval. Per condition No. 12 of General Certification 3705, we are
requesting a conditional 401 Approval for East Carolina University. We understand we
will need to forward two (2) copies of the approved SMP to the Division of Water Quality
401 Oversight/Express Review Permitting Unit upon receipt. Additionally, we are fully
aware that the approval will be conditioned so that impacts to wetlands, streams and/or
riparian buffers cannot commence until after the SMP is approved and submitted to your
office.
