No. U-5530LA - 1 - I.GENERAL INFORMATION a.Consultation Phase:Construction Consultation b.Project Description:The proposed project involves installing a 10- foot wide asphalt greenway path with 2-foot gravel shoulders, including a 8.3-foot high by 12-foot wide concrete box culvert for pedestrians and bicyclists under N. O’Neil Street in the Town of Clayton. c.State Project:WBS No. 44111.1.FD5 Federal Project:Federal Aid No. STPDA-0406(7) d.Document Type:PCE May 2016 Date II.CONCLUSIONS The above environmental document has been reevaluated as required by 23 CFR 771. It was determined that the current proposed action is essentially the same as the original proposed action. Proposed changes, if any, are noted below in Section III. It has been determined that anticipated social, economic, and environmental impacts were accurately described in the above referenced document(s) unless noted otherwise herein. Therefore, the original Administration Action remains valid. III.CHANGES IN PROPOSED ACTION AND ENVIRONMENTAL CONSEQUENCES Since the Programmatic Categorical Exclusion (PCE) was signed in May 2016, no significant design changes have been proposed. ·The water classification for the streams identified remains accurate. ·The USFWS has added the yellow lance (elliptio lanceolata) as a threatened species to the list of federally protected species listed for Johnston County since the PCE was signed. Suitable habitat for the yellow lance is present within the study area in Sam’s Branch. However, the proposed project will avoid impacts to the stream channel. A review of NCNHP records, updated April 2018, indicates no known yellow lance occurrences within approximately 19.5 river miles of the study area. The nearest known current population is in Swift Creek near the confluence with the Neuse River. Due to the lack of known occurrences in or near the project boundary and the fact that the project is avoiding impacts to the North Carolina Department of Transportation PROJECT ENVIRONMENTAL CONSULTATION FORM T.I.P. No. U-5530LA - 2 - stream channel, it has been determined that the proposed project will have “No Effect” on the yellow lance. ·The project is located in Johnston County, which has been determined to comply with the National Ambient Air Quality Standards. The proposed project is located in an attainment area; therefore, 40 CFR Parts 51 and 93 are not applicable. This project is not anticipated to create any adverse effects on the air quality of this attainment area. ·The historic architecture and resources identified remains accurate with no additional National Register of Historic Places locations added since 2015. IV.COMMITMENTS No changes to the project commitments are necessary at this time.
