The study area is bounded to the south by the locally - named Sam's Branch (UT to the Neuse River), to the east by the Ashcroft residential development, to the north by farmland, and to the west by Sam's Branch Greenway and forestland. Land use in the vicinity of the project area is composed of residential developments, forestland, and farmland. 4b. The project will hold the elevation of the existing O'Neil Street and route the greenway below the fillslope via a box culvert. The project will remove an existing stub of Sam's Branch Greenway and realign to cross O'Neil Street at a more feasible location. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Impacts to streams and buffers were avoided and minimized to the extent practical throughout the planning and design of the project. Additionally, measures were taken to completely avoid permanent impacts to jurisdictional waters within the project area. This includes shortening of the new storrrnvater outfall and installing rip rap outside of the jurisdictional feature. Impacts to riparian buffer zones have been avoided to the extent practical by aligning the greenway connection and tunnel primarily outside of the riparian buffer zones and by tightening proposed fill slopes where possible. All temporarily impacted areas will be returned to pre-existing condition upon completion of the project. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Impacts to streams and buffers within the project area will be minimized to the extent practical throughout the construction process by avoided these areas whenever possible. Where feasible, construction equipment staging and access will be located in upland areas outside of the riparian buffer zones. Additionally, silt fencing and other standard Best Management Practices (BMPs) and measures will be used throughout the construction process to minimize runoff and impacts to nearby surface ureters. Stormwater runoff from the project site flows into Sam's Branch and ultimately into the Neuse River. Impacts to water quality have been reduced by utilizing existing stormwater conveyances and mimicking existing drainage patterns. Runoff from the culvert is captured on the low side of the culvert in an existing ditch. The 18" pipe system outfalls (with rip rap outlet protection) in Buffer Zone 1 into an existing conveyance. G. Due to the lack of permanent impacts to aquatic resources, it is anticipated that the proposed project will have no effect on dwarf wedgemussel, Tar River spinymussel, or yellow lance.
