Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The site consists of a 8,665 LF water line corridor that is located within a NC DOT right of way that runs parallel to Highway 74/76 from Old Maco Road to Mintz Drive. The corridor is mostly forested. Adjacent land use consists of a mix of residential, commercial, and undeveloped and forested land. 4b. Explain the purpose of the proposed project:* The purpose of the project is to provide this section of Brunswick County with a safe and reliable water supply. It will connect two disjointed water lines together and will improve flow and pressure to residents. The purpose of the proposed impacts is to install the water line. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed water line is 8,665 LF and runs from Old Maco Road to Stella Road along the south side of Highway 74/76. The construction corridor will be 20 feet wide. The applicant will dig a trench within the corridor and install the water main. Material removed from the trench will be stockpiled in adjacent upland areas within the corridor. Once the pipe is installed, the trench will then be returned to pre -construction grades. Organic material removed from the trench will be returned to the top 12" and the area will be seeded. Wetland areas will be allowed to revegetate. The water line will be directionally bored under Hood Creek (considered Public Trust Waters) and most of its adjacent wetlands. Standard construction equipment will be used. 4j. A portion of the stream/wetland crossing will be directionally drilled to minimize impacts to this resource. Note that this entire crossing could not be bored because of its length. Trying to bore the entire length of the wetlands and stream would be cost -prohibitive. Al other wetiand and ditch crossings will be open cut. This was considered the best option since the impacts are minimal and open cutting is economical. Mats will be used as needed to reduce compaction. All impacts will be temporary and elevations will be returned to pre -construction contours. Wetland areas will be seeded and allowed to revegetate. 1b.
