I should note - the Corps SAW No. for U 2579B is 2008-03183... not 2009 -- that's a little typo at the top of the 2 modification requests the Corps' received on the project in recent months. Yes, I need the functional assessment of Smith Creek's existing conditions before the proposed project. I need to figure out who the public notice goes to.. just the 2 property owners that are not in the ROW? Agencies and Tribes.. that is what I'm thinking currently - and for duration - I was thinking 21 days.. but I will coordinate w/ Monte. I will need to figure out compensatory mitigation needs once I get all the information on the natural stream design stream relocation... like what you ask? From my notes on the Corps' white paper regarding stream relocation using natural channel design and compensatory mitigation (2016) --- Larger Streams - stability analysis - Baseline conditions and subsequent monitoring \[to\] demonstrate relocated channel is providing aquatic functions at or above level \[of Smith Creek\] at pre-construction. If required uplift is not achieved, work not in compliance - more maintenance and compensatory mitigation can be required. Corps includes permit condition(s) to explain this. I asked Amy E. to put her brains to this in terms of constructability and feasibility.. w/ her experience and the experience of the comp. mit team. DWR and WRC - the Corps can vet the project for some assurances of meeting a natural channel design and channel stability.. But Amy has only been back for 1 day... so she's not promising today is the day she has for this modification request.. she will be meeting w/ Carla D. soon on things. 1 Stream relocation is not held to the same standards as compensatory mitigation - however, if the proposal has risks (and I think this one does - that is what we are discussing today - maybe) -- the Corps can require some monitoring and maintenance and/or more compensatory mitigation.. I'm repeating the above.. I think that is it for now - I did go through my notes... I've not refreshed my memory on the plans - will do so here shortly -- I spent 2 hours w/ them last week - but that was last week.
