Please find five copies of the Pre-Construction Notification Application for the above referenced
site. The site is located in Reidsville (Figure 1) and consists of an approximate 146.78 acre
tract. The tract contains undeveloped wooded land and fields. The site is being evaluated for
development with the Horse Park of the South and an associated access road.
The tract contains tributaries to Jones Creek. In order provide access to the site from Barnes
Street, an access road must be constructed. The road will cross an unnamed tributary to Jones
Creek, impacting 256 linear feet of perennial stream channel and 0.08 acres of wetland (Stream
Crossing Impact Exhibit, Sheet 2 of 2). In order to construct the necessary structures, including
the arenas, practice areas and barns/stables, it is necessary to impact 340 linear feet of
intermittent stream channel (Stream Impact Exhibit, Sheet 1 of 2).
On behalf of Rockingham County, I am requesting that a 401 Water Quality Certification be
issued to authorize the impact to 256 linear feet of perennial stream channel, 340 linear feet of
intermittent stream channel and 0.08 acres of wetland. There are no other stream or wetland
impacts associated with this project. We propose payment on a 1:1 basis to the EEP for
mitigation for the impact to 256 linear feet of perennial stream channel. The EEP acceptance
letter is attached.

3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The site contains undeveloped, wooded land and fields. US Highway 29 is located on adjacent property west of the site.
Commercial businesses and undeveloped wooded land are located west of US Highway 29. The site is bounded on the
north by Drum Road, single family residences and undeveloped, wooded land. Undeveloped, wooded land and
residences are located north of Drum Road. The site is bounded on the east by single family residences and Pickrell
Road. Single family residences are located east of Pickrell Road. The site is bounded on the south by undeveloped,
wooded land, fields, Holiday Loop Road and Barnes Street. Commercial and light industrial structures are located further
south.

3d. Explain the purpose of the proposed project:
The purpose of the proposed project is to construct a horse park, including the construction of barns that will contain 800
stables, an indoor arena, a covered arena, practice arenas, an A&T State University Equine Facility and barns that will
contain 800 stables.
3e. Describe the overall project in detail, including the type of equipment to be used:
The site will be cleared and graded so that buildings, arenas, parking areas and access roads can be constructed. The
Stormwater Master Plan, included as an attachment, shows the proposed site layout. Skidders, bulldozers, trackhoes,
pans, dump trucks, loaders and cranes will be used on the site. The access road that enters the site from the south will
impact 256 linear feet of perennial stream channel and 0.08 acres of wetland. A 54 inch RCP will be installed in the
location of the stream crossing. While the stream is being impacted, water will be pumped around the construction area.
A temporary dam will be constructed using sandbags and a temporary settling basin will be constructed downgradient of
the crossing that water will be pumped into before being discharged back into the stream channel. After the stream
crossing is prepared, the culvert will be placed using a crane. Rip rap, brought to the site in dump trucks, will be used to
protect the integrity of the pipe. After being installed, the water will be released through the pipe. The road crossing will
be brought to grade using dump trucks, bulldozers, trackhoes and pans. It will be paved after being brought to grade.
The slopes will be seeded and matted.
The barns and stables and associated grading will impact 340 linear feet of intermittent stream channel. A french drain
system with a 6 inch RPP and associated stone will be installed in the intermittent stream channel. The channel will be
prepared using a trackhoe. After being installed, the culvert/french drain system will be covered using on-site fill until
brought to grade. Bulldozers and pans will be used to do the work. The slopes will be seeded and matted to prevent
sediment from entering the streams. Upon completion, barns will be constructed in the location of the intermittent stream.

The project involves the development of an equestrian center. Measures have been taken to protect water quality at the
subject site. They include voluntary 50 foot stream buffers and minimization of impacts to streams and wetlands.
Additionally, standard erosion control measures will be implemented to prevent sedimentation of on-site and off-site
streams. It is not anticipated that this project will lead to additional development in the surrounding area.

We reviewed the Endangered Species List that is maintained by the North Carolina Natural Heritage Program for the
NC Quadrangle (the quadrangle that contains the site) and the Williamsburg, NC Quadrangle (the quadrangle

that borders the site quadrangle to the east). There are no federally listed endangered or threatened species that have
been identified on either of the quadrangles. Based on our review of the database, the proposed project will not impact
endangered or threatened species or areas that may be considered potential habitat.

There were no listed fish species on the endangered species list that reside in waters that cross the site. The waters on
the site are classified by the NCDENR Division of Water Quality as Class C waters. Based on the size of the streams, there is
no indication that trout inhabit the waters on the site. Small minnows were observed in the perennial streams.

The purpose of this letter is to notify you that the North Carolina Ecosystem Enhancement Program (NCEEP) is willing to accept
payment for impacts associated with the above referenced project. Please note that this decision does not assure that the payment will
be approved by the permit issuing agencies as mitigation for project impacts. It is the responsibility of the applicant to contact these
agencies to determine if payment to the NCEEP will be approved. You must also com 1 with, all other stare, federal or local
This acceptance is valid for nine months from the date of this letter and is not transferable. If we have not received a copy of the
issued 404 Permit/401 Certification/CAMA permit within this time frame, this acceptance will expire. It is the applicant's
responsibility to send copies of the permits to NCEEP. Once NCEEP receives a copy of the permit(s) an invoice will be issued based
on the required mitigation in that permit and payment must be made prior to conducting the authorized work. The amount of the In
Lieu Fee to be paid to NCEEP by an applicant is calculated based upon the Fee Schedule and policies listed at www.nceep.net.
