provide service to the proposed 80 unit apartment complex located off of Old Folkstone Road in
Onslow County.
The Pluris flow reduction was utilized to arrive at an average daily sewer flow of 14,720 GPD
based on 160 GPD per 1 or 2 bedroom unit and 240 GPD per 3 bedroom unit.
Please note that this flow is reported on the public application, which includes the pump station
and force main. An FTSE is provided with this application. No flow is reported on the private
gravity application, which includes the gravity mains. No FTSE is provided with this application
due to zero flow. The public and private applications are being submitted concurrently.

I Randy Hoffer, Regional Manager certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II
plus all attached planning assessment addendums for which I am the responsible party.

Project Narrative
Aaronfield at Old Folkstone

The 8.02 acre project area is located 0.40 miles west the intersection of SR 1518 (Old Folkstone Road) and NC 210
in an unincorporated portion of Onslow County, NC. The Developer intends to build a mix of 1, 2, and 3 bedroom
apartment units. The site is zoned R-5. Proposed improvements are consistent with this zoning
The site is presently vacant and is vegetated with a stand of typically 10" - 20" pine trees. The site drains to a ditch
that generally forms the western boundary of the project.
Access to the site is proposed by a single full -movement driveway off of Old Folkstone Road. Internal drive aisle
widths are sufficient to allow fire apparatus access and a hammerhead turnaround is provided. The drive aisle
pavement section is to be constructed to NCDOT standards.
Water and sewer mains will be extended through the project by tapping an existing ONWASA water main and an
existing Pluris force main in Old Folkstone Road. A 6" public water main capable of supporting fire hydrants will be
extended through the project. The project will be sewered by a private 8" gravity sewer system that drains to a
private duplex grinder pump station.
There are 80 proposed apartments units consisting of (18) 1 bedroom units, (38) 2 bedroom units, and (24) 3
bedroom units. The maximum water demand is calculated as 400 GPD per unit = 32,000 GPD. The average daily
sewer flow is calculated as 160 GPD per 1 or 2 bedroom unit and 240 GPD per 3 bedroom unit = 14,720 GPD.
Clubhouse use is limited to apartment residents and guests and flow for this facility is included with the above
described allocations. Portions of the proposed sewer between SSMH 1 and SSMH 2 are located within 50' of
wetlands. This leg of sewer shall be constructed of materials meeting water main standards (AWWA C900 DR 21
PVC).
The gravity sewer system is to be permitted as private in the name of the developer, who will retain ownership
and maintenance of the units and supporting infrastructure. The pump station and force main are to be permitted
as public and will be owned and maintained by Pluris, LLC. The flow associated with the project is allocated to the
public permit application.
Stormwater runoff from all BUA will be collected and conveyed to 1 of 3 NCDEQ wet ponds designed to treat and
release the 1.5" storm in 2-5 days. This NCDEQ treatment volume is released at a rate that does not exceed the 1
year, 24 hour predevelopment runoff rate. Runoff in excess of the NCDEQ design storm up to the 10 year storm is
detained and released at a non -erosive rate.
Erosion control is accomplished through the temporary use of a gravel construction entrance, silt fence, and
hardware cloth and gravel inlet protection. The stormwater pond will be used as a skimmer basin during site
construction and will be converted to a stormwater basin once the site is stabilized. Riprap aprons will be installed
and left in place at all pipe outlets.
