Project setting
The project site is located at the old wastewater treatment plant (WWTP) off Green Street in the Town of
Columbia, adjacent the North Boundary Canal in Tyrrell County. This facility has been abandoned, with the
exception of the discharge outfall, since the construction of a new 300,000 gallon per day (GPD) facility located
north of Columbia off SR 1214. North Boundary Canal flows directly into the Scuppernong River approximately
1,500' downstream (north) of downtown Columbia.
The old WWTP is located on an upland area adjacent North Boundary Canal (Canal) and is
approximately 1,700 feet from the Scuppernong River. The elevation of the upland area is approximately 1.5' to
2.0' above Normal Water Level (NWL). An existing gravel drive off Green Street provides ingress and egress to
the facility. The facility contains several structures within 30' of the Canal that are no longer in operation. These
structures are to be demolished as a part of this project. A 10" discharge line runs parallel to the Canal and the
outlet is located approximately 40' off shore in ±5.0' of water. The remainder of this property is a heavily
wooded wetland which extends from the WWTP to the Scuppernong River. The River is approximately 1100'
wide at this location.
The Pocosin Lakes National Wildlife Refuge owns both adjacent properties to the north and south ofthe
project site. Both of these properties are heavily wooded 404 wetlands. The property immediately upstream
(east) of the facility is a residential area with several mobile homes. A boat basin located off the Canal is also
located on this property. This basin contains a boat ramp and is utilized by several commercial fishermen.
The Scuppernong River is classified as "SC" by the Environmental Management Commission, with "best
uses" being aquatic life propagation and survival, fishing, wildlife and secondary recreation. This area of the
Scuppernong River is not open to shell fishing and is not a primary nursery area. The Scuppernong River is Joint
fishing waters as classified by the N.C. Marine Fisheries and N.C. Wildlife Resources Commissions. A review
of our Archives Topographic Maps indicates that two historical or archeological sites (identified as TY 4 and TY
5) are in close proximity to the project area.
Project description
The 300,000 GPD waste water facility currently in use north of Town will be expanded to a capacity of
600,000 GPD. The effluent discharge is authorized by NPDES Permit N00020443 issued by the N.C. Division
of Water Quality. As part of the expansion the abandoned facility will utilized. The applicant proposes to
completely demolish four cement structures and partially demolish an additional structure. Three of the
structures to be demolished are entirely within the 30' public Trust Buffer Area of Environmental Concern
(AEC) of the Canal. The applicant proposes to construct dual post aeration basins, wet well and an effluent
pump station. All of these structures with the exception of one corner of the effluent pump station will be
located outside of the 75' Coastal Shoreline AEC.

A 12" diameter line beginning at the upland facility will be directional bored approximately 1,900' under
the 404 wooded wetlands on the southern side of the Canal. The discharge line will be located ±12' south of the
Canal. The last 200' of the directional will be located under the Scuppernong River. A 12" diameter effluent
diffuser measuring 35' long with 15 PVC nozzles will be located on the bottom of the River. This diffuser will
be located in ±11.5' of water and will be anchored with 18 precast concrete anchors. There will be
approximately 8' of clearance from the NWL to the top of the precast anchors. A 12" piling will be installed on
both the waterward and landward end of the effluent diffuser to act as navigation aides. The waterward aide will
be topped with a marine signal lantern powered by a solar panel. The discharge line currently in use will be
abandoned.
Anticipated Impacts
The upland development will result in approximately 1,885 ft2 (1.4%) of impervious surface within the
Estuarine Shoreline AEC. Approximately 12,475 ft2 of uplands will be disturbed. The existing impervious
surface within the 30' Public Trust AEC will be removed. The total impervious proposed for the entire site is
±4.27%. The 12" directional bore will impact ±1,900 linear feet below grade. The placement of the diffuser will
result in the filling of ±80 ft2 of River bottom. The placement of the diffuser with precast anchors as well as the
navigation aides will result in localized short-term turbidity.

The Town of Columbia has an existing 300,000 GPD oxidation ditch with chlorine disinfection. The Town's post aeration,
dechlorination, and effluent discharge occurs at this location. The Town is currently pursuing expansion of the WWTP to
600,000 GPD.

The Town currently receives its drinking water from two 300 GPM wells in the York Town Aquifer

Stormwater is currently managed through overland sheet flow through a grassed buffer. There is intentionally no stormwater
collection.
5. Activities and Impacts

Currently the Town operates a 1,700 foot long 10" diameter gravity effluent outfall that parrallels the bank of the existing
North Boundary Canal, and discharges into the Scuppernong River, a few feet off the bank of the river. The proposed
project will replace the gravity outfall with a 1,900 foot 12" diameter HDPE force main and an effluent diffuser approximately
200 feet off of the river bank. Wastewater receives most of it's treatment off site. At this site the wastewater will receive post
aeration, and dechlorination prior to final pumping, and discharge through the force main and diffuser.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
The proposed 12" diameter HDPE pipe will be installed by directional bore. Once the HDPE Pipe is installed a diver will
install the diffuser working from a barge in the river. The directional drill will be located upland. Upland excavation will
involve demolishion of old structures, and excavation for new structures. This excavation will likely be accomplished by a
backhoe. There should be no need for the equipment to traverse wetlands.
d. List all development activities you propose.
Demolishion of the following equipment: sludge drying beds, clarifier, pump station, a portion of the old oxidation ditch, and a
portion of the old grit chamber. New work will include effluent meter, dual post aeration basins, a wetwell, an effluent pump
station with chemical feed for dechlorination, and the effluent force main with 15 port effluent diffuser.
e. Are the proposed activities maintenance of an existing project, new work, or both? The effluent force main replaces and
upgrades the existing failing effluent
outfall. This constitutes maintenance

The Town of Columbia currently discharges 300,000 gpd a few feet off shore of the Scuppernong River with the following
limits: Flow = 300,000 gpd, BOD5 = 15 mg/I, NH3-N = 4 mg/I, TSS = 30 mg/I. The Town proposes to discharge
approximately 200 feet off the bank of the Scuppernong River through a 15 port diffuser. The new discharge will have the
following proposed limits: Flow = 600,000 GPD, BOD5 = 7 mg/I, NH3-N = 2 mg/I, TSS = 30 mg/I.

Item 5. j. Mitigative Proposal
The proposed effluent force main will be installed by directional bore in order to avoid
disturbance of wetlands. Standard sedimentation and erosion control techniques will be utilized when
conducting excavation in upland areas to keep soil from entering the North Boundary Canal, the
Scuppernong River, and the surrounding wetlands. Stormwater is not to be collected, but is to move
through sheet flow across the site and through grassed areas. All excavated materials are to be stored on
the upland side of the excavation.
Item 6. a. Project Narrative
The Town of Columbia has recently received an NPDES Permit for the expansion of their
wastewater treatment plant from 300,000 GPD to 600,000 GPD. A portion of the proposed work will
occur at the existing plant site, located on the north side of Columbia, at the end of Godfrey Avenue.
The proposed project involves construction of an effluent flow meter, post aeration structure,
wetwell, effluent pump station with chemical feed for dechlorination of the effluent, 1900 LF effluent
forcemain installed by directional bore from the plant site to the Scuppernong River, and an effluent
diffuser with 15 nozzles installed by a diver. The NPDES Permit requires installation of the diffuser in
the Scuppernong River approximately 200 feet off the bank of the River. The diffuser is to be constructed
using a 28-foot long, 12-inch diameter HDPE Header Pipe with fifteen (15) 3-inch diameter schedule 80
PVC nozzles. Nozzles will be spaced every two feet. The first nozzle will point downstream. The
remainder will alternate upstream and downstream. Precast concrete donut anchors will be placed around
the diffuser assembly. The anchors will hold the diffuser approximately one foot from the floor of the
River. Eight plus feet of water will cover the diffuser assembly including anchors. The effluent outfall
will be installed by directional bore to avoid disturbance of wetlands. The outfall will be located along
the North Boundary Canal between the plant site and the Scuppernong River in close proximity to the
existing outfall to be removed from service. Additionally a standby emergency generator will be
provided. The Town will be demolishing a portion of the abandoned grit removal facility, a portion of the
abandoned oxidation ditch, an abandoned pump station, an abandoned clarifier, and the abandoned sludge
drying beds. A portion of this demolition provides room for the proposed construction. The remainder of
the demolition reduces the amount of impervious area at the effluent site. The proposed construction
duration is 18 months.

No work has begun on the project. Proposed work involves modifications to an existing developed site.
Attached is a site plan, which shows property boundaries, proposed site modifications, adjacent water,
and adjacent riparian owners.

1. Describe location and type of proposed discharges to waters of the
state (e.g., surface runoff, sanitary wastewater, industrial/
commercial effluent, "wash down" and residential discharges).
This project expands the municipal sanitary NPDES
discharge from 300,000 gpd to 600,000 gpd. The
expanded discharge will be diffused through 15 orifices
in lieu of the original single point source discharge. The
project results in demolition of some existing structures
and results in a smaller amount of impervious surface.
With the exception of one storm drain under the access
road, stormwater is not channelized. All stormwater is
handled by sheet flow to allow for filtering prior to sheet
discharge into the stream.

GPM wells in the York Town Aquifer
