8. Project Summary: The applicant wishes to construct a 10-slip docking facility, concrete
bulkhead, kayak dock, transient fuel dock, parking lot, driveway, culverts, deck, gazebo,
boat ramp, and perform maintenance excavation for commercial use and is applying for a
permit to do so.
9. Narrative Description:
The property is located north of Beaufort, off of NC Highway 101, at 329 Core Creek Road,
Carteret County. This parcel was previously the site of Monroe Johnson Marine Construction.
The project involves two contiguous lots adjacent to Core Creek. The two lots incorporate a 7.7-
acre area. This site is developed with a basin, rip rap ruble and bulkhead along the shoreline; there
is a dock on each lot, a gravel drive, a motel, a boat ramp, several miscellaneous storage buildings,
and a single-family residential structure. The adjacent properties are NCDOT. The property to the
north is the dead end of SR 1475, and the property to the south is the Highway 101 Bridge.
There is 143,399 square feet of gravel driveway & parking area. There is 3,450 square feet of
concrete driveway area. There are 22,720 square feet of total building footprint existing on-site.
This equals a total of 51 % of the tract is covered in impervious surface, and 39 % of the Estuarine
Shoreline Area of Environmental Concern (AEC) is covered with impervious surface.
The average elevation of the high ground of the parcel is +4' above the normal high water level.
Vegetation on this particular tract is mainly consists of lawn grasses, mixed trees and shrubs, and
Coastal Wetlands. This tract has approximately 1,300' of continuous shoreline along Core Creek.
This length includes a basin on the northwest corner of the parcel. Immediate offshore water
depths adjacent to the tract along Core Creek range from about -0.6' to -9' nlw. The subaqueous
substrate in Core Creek is firm with shell. There is an unnamed tributary (UT) that runs along the
eastern property boundary. This 20' wide UT heads south and connects to Core Creek on an
adjacent property. The head of the UT has an 85' long culvert connection to the eastern end of the
boat basin where it exchanges during overflow storm water events. There are Coastal and Section
404 Wetlands within this UT.
Core Creek is approximately 300 feet across at the most constrictive points for this location. These
waters are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation
present. This area is open (conditionally approved) to shellfish harvest and is classified as SA;
HQW waters. There is a defined Federal ICW Channel in the immediate vicinity of the project
area. This Federal Channel edge has an 80' setback.
10. Proposed Development:
The applicant wishes to construct a new 10-slip docking facility, concrete bulkhead, driveway,
culvert installation, deck, gazebo, kayak dock, boat ramp, transient fuel dock, and perform
maintenance excavation within Core Creek at 329 Core Creek Road, Carteret County.
The existing shoreline stabilization will be replaced with 1,264' of new concrete bulkhead. The

new bulkhead will be installed F waterward of the existing bulkhead. The new bulkhead will be
10' above the substrate. The new bulkhead will be installed landward of the Coastal Wetlands in
the boat basin and along Core Creek. The eastern side of the boat basin will not be stabilized with
bulkhead and the Coastal W etiands in this area will be avoided.
The proposed maintenance excavation involves the removal 9,407 cubic yards of earthen material
(including coastal wetlands, high ground, and subaqueous substrate). The majority of this
excavation involves the expansion of the existing boat basin. The expansion will involve the
removal of a section of Coastal Wetlands and high ground along the southwest side of the boat
basin. The boat basin will be approximately 210' long and 187' wide. The remaining excavation is
parallel to the Core Creek shoreline, running north and south of the existing boat launching area.
This area of excavation in Core Creek will be 360' long and approximately 33' wide. The average
existing water depth in these areas is -3.5' n1w. The excavation will connect to -8' and -9' nlw
water depths. The spoil will be contained on site near the southeast corner of the parcel. This
existing spoil disposal area is 65' wide and 190' long. This existing spoil area is on high ground at
least 40' landward of the normal high water (nhw) mark of the UT.
The proposed 10-slip docking facility will be located inside of the existing basin. The landward
edge of the entire basin will be bordered by 655' of wooden boardwalk that will be 6' wide. This
boardwalk will be over high ground. The boardwalk will be approximately 4' from the northern
riparian property line. The adjacent riparian property owner (NCDOT) has waived the 15' setback
requirement. There will be a floating pier access into the southwest corner of the basin that will be
5' wide and 115' long. There will be a sewage pump-out station at the waterward terminus of this
floating access pier. The ten slips will be supported by five floating finger piers and twelve
independent tie pilings. Each finger pier will extend perpendicular from the main access
boardwalk and will be 5' wide and 55' long. This facility will accommodate vessels approximately
60' in length. This docking facility will be within l' of the Federal ICW Channel Setback.
The eastern end of the boat basin will support a kayak/canoe launching facility. There will be a
30' by 30' gazebo 10' landward of the basin boardwalk. A 6' wide and 100' long fixed pier will
leave the gazebo, intersect the boardwalk, and then traverse coastal wetlands to reach the waters of
the boat basin. At the waterward terminus of the pier, there will be a "V" shaped floating
platform. Each side of this floating "V" platform will be 5' wide and 16' long.
The existing boat ramp is to be replaced approximately 60' south of the boat basin. This new boat
ramp will be 30' wide and 100' long. The boat ramp will extend 45' waterward into Core Creek.
There are five independent guide pilings proposed that extend from the waterward end of the ramp
to within 1' of the Federal ICW Channel Setback.
Staging support docks are proposed along either side of the ramp. There will be a fixed pier along
the north side of the ramp that will be 6' wide and 75' long. It will connect to a floating 23' long
landing that will then orient northerly for another 78'. There will be a fixed pier along the south
side of the boat ramp that will be 6' wide and 90' long. It will connect to a floating landing 10'
long that then turns south for an additional 43'. There will be a deck connecting to an existing

office building approximately 30' landward of the boat launching facility. This deck will be 30' by
46'. Both, the gazebo and the deck, will be at least 33' from nhw and over high ground.
There will be a fueling dock approximately 45' to the south of the ramp's southern floating dock.
This dock will run parallel to the bulkhead and extend an average distance of 12' waterward. This
floating dock will be 6' wide and 332' long. This floating dock will have an entrance and exit
gangway at either end of the dock that will connect it to the bulkhead. The fuel terminals are
located on the dock 75' south of the northern end. They will connect to the fuel storage tanks
approximately 85' to the east, landward of the bulkhead.
Included in the new approach to the boat ramp is a 19-space concrete parking lot. Nine of the
parking spaces will be within 30 of the nhw. This new approach and parking lot will be 76' wide
and 159' long. A new driveway will connect the approach, south of the motel, and connect to the
motel parking lot. This new driveway will cross the headwaters of the UT. Two culverts are
proposed, side by side, to support this 20' by 20' driveway crossing. The new concrete driveway
will be 18' wide and 352' long.
The existing upland impervious gravel and storage buildings on the southeastern end of the parcel
will be used as a commercial boatyard. This area will support the storage of approximately 70
vessels. There will be 134,250 square feet of gravel driveway & parking area. There will be
2,249 square feet of concrete driveway area. The 22,720 square feet of total building footprint
existing on-site will remain unchanged. This will equal a total of 48 % of the tract to be covered in
impervious surface, and 32% of the Estuarine Shoreline Area of Environmental Concern (AEC)
will be covered with impervious surface. This will be a reduction of overall impervious surface
and a reduction of impervious surface within the AEC.
This proposal will be a commercial operation. It will utilize the existing water and septic on site.
The storm water will continue to sheet flow across the site.
10. Anticipated Impacts:
This docking facility will extend 55' waterward into a 300' wide waterbody. The new structures
will be about 1' outside of the Federal ICW Channel Setback. The 10-slip docking facility, kayak
launch, ramp piers, and fuel dock will usurp 43,786 ft2 of public trust waters and have 4,837 ft2 of
platform area along 1,300' of shoreline adjacent to Core Creek. The concrete bulkhead will be
installed 1' waterward of the existing bulkhead, requiring the fill of 1,264 square feet of shallow
bottom habitat. The excavation will remove 536 square feet of Coastal Wetlands and the driveway
culverts will fill 375 square feet of Coastal Wetlands. These Coastal Wetland impacts are "low
marsh," predominantly below the nhw. There is no submerged aquatic vegetation (SAV) in the
project area. The excavation will impact approximately 49,492 ft2 of benthic habitat in Core Creek.
This project will impact 55,770 square feet of high ground for the deck, gazebo, new driveway and
parking lot reconfiguration. Storm water will continue to sheet flow across the site. These waters
of Core Creek are classified as SA; HQW waters. These waters are not Primary Nursery Area and
are open (Conditionally Approved) to the harvest of shellfish. Opportunistic shellfish growth has

been observed along the bulkhead, boat ramp area, and dock pilings
impact 1,350 square feet of shallow bottom.

Construct 10 Slip floating dock Commercial Marina with new ramp for boat launching. Portable Pumpout will also be made
available. A new bulkhead will be installed and the existing basin will be expanded and dredged to approximately 8 ft at
NLK The boat ramp will be dredged deeper and replaced. The shoreline will be dredged in the existing areas of dockage
adjacent to the existing sheetpile. A 30'x 30' deck will be provided within the 75' AEC. 6 ft wide walkways will be provided
from the deck to access the floating slips. Fuel will also be provided on-site. A new parking lot and access in front of the boat
ramp will be constructed and culverts w/ road will be installed across the wetlands ditch for access.

Marina will be a locked head facility with no sewage discharge allowed. The marina facilities will be equipped with a sewer
pumpout system to promote boater use and minimize discharge of wastewater from boats into the adjacent waters. A locked
head policy will be put in place with strict enforcement action in slip leases to prevent bilge and head discharges. Boat owners
will be required to place dye packs within their pumpout tanks in order to quickly identify any potential leakage. The sewer pump
out will be closely monitored to ensure that it is properly utilized.

A. Description of Project
This project will include the development of a commercial 10 slip marina with associated
parking to be located onsite. The owner proposes to enlarge, deepen (-8 nlw), and bulkhead the
basin to the north and south. The wetlands area to the east of the basin will be avoided.
Ten 55 foot slips will be constructed along with floating finger piers, a floating kayak
launching dock, and boardwalks around the basin.
The existing boat ramp will be demolished and replaced by a deeper boat ramp that extends
to approximately -9.00 nlw. The boat ramp will be bulkheaded and guide piles will be provided
for launching of boats. The existing floating dock located to the north of the ramp will be
replaced. The existing bulkhead to the south will be replaced and a floating dock will be
constructed along the shoreline. A portable pumpout and fueling will be provided on site. The
fuel tanks will be located outside the 75' AEC but connecting thru to Dock A.
All dredging will be mechanical. Approximately 5,000 cubic yard will be dredged from
below nhw and approximately 4,400 cubic yards will be dredged from high ground to expand the
basin. The dredge spoils will be deposited in the existing spoils area to the south of the site.
The existing driveway to the east of the basin will be removed and a new access will be
provided south of the existing motel. Two culverts will be put in place to cross the CAMA
jurisdictional ditch. A new turnaround and parking lot will be constructed to access the boat
ramp. Proposed impervious surfaces will be reduced from existing amounts.
