Minor Modification to Major Permit
1. Colington Harbor has requested a Minor Modification to Major Permit #11-12,
which was issued on February 28,2012 and expires on December 21,2022. The
original major permit authorized Excavation, Jetties, Groins, a riprap sill, Bulkhead,
beach nourishment, and boat ramp repair.
2. Colington Harbor has requested to modify Major Permit #11-12 to add a new
spoil area for use during dredging and use of their own dredge.

3. I conducted a site visit on July 30, 2019 to review the Minor Modification
request pursuant to the provisions of reference (a) and have determined that the
request meets the requirements contained in 15A NCAC 07H .0208 USE
STANDARDS. Specifically, the request to add a new spoil area will comply with
071-1.0208 (b)(2).
4. The required fee of $100, paid by check#1786, was received by the Elizabeth
City District Office on September 27, 2019.
5. It is recommended that the Minor Modification request be granted, provided
all the Permit Conditions of the original permit issued on February 28, 2012 remain
in effect.

Dear Ms. Rountree,
This letter responds to your request concerning additional information regarding the modification to CAMA Major
Development Permit #11-12 issued to Colington Harbour Homeowners Association, Inc. (HOA). This letter is to
modify the request to abandon the large spoil disposal area at the playground, clarify the work which has been
permitted but not yet constructed, relate the water depths to NWL, and to transmit the "green cards."
The attached plat depicts three areas that will be utilized by the HOA for dredge spoil disposal. Last year the HOA
was unable to dredge due to the unavailability of a dredging contractor. To alleviate this circumstance, the HOA
purchased a hydraulic dredge so that dredging can occur on an as needed basis. The proposed dredge area currently
anticipates the generation of+/- 2,500 cubic yards of coarse sand. Dredge Spoil Disposal Area #1 is designed to
accommodate +/- 1,200 cubic yards while maintaining two feet of freeboard.
Dredge Spoil Disposal Area #2 will be utilized to maintain the area within the harbor. This small disposal area can
accommodate 10 cubic yards while maintaining a one -foot freeboard.
Dredge Spoil Disposal Area (adjacent to Dredge Spoil Disposal Area #2) which is currently permitted will remain
and likely be utilized this coming dredging window white Dredge Spoil Disposal Area # I is prepared for future use.
Sand generated during construction of the dredge spoil disposal areas will be used to construct the dike walls and
any additional material will be distributed at the HOA campus.
Activities which have been authorized and completed since the last authorization include:
• Fish cleaning station installed
• Damaged bulkhead replaced
• Damaged bulkhead and jetties repaired
• 8-foot extension on storage shed completed
• Bulkheads adjacent to boat ramp completed
Activities which have been authorized but not yet constructed are now labeled as "permitted" as opposed to
"proposed" or "existing."
In conclusion, please find attached the "green cards" from the notification of adjacent riparian property owners.
