Dear Mr. Eland:
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted for
the construction of wastewater treatment plant modifications consisting of
relocation of a hydrasieve for influent screening, construction of a new
40 foot diameter primary clarifier, addition of six (6) new 75 HP aerators in
the existing aeration basin No. 1, a new sludge pump station, equipment and
labratory building, dissolved air flotation unit, new ammonia tank, sludge
prethickening unit, continous belt filter press for sludge dewatering, a
4500 GPD extended aeration wastewater treatment plant for domestic wastewater,
polymer feed system, and associated pumps and piping to serve Abitibi's Roaring
River Plant.
This is a Class III wastewater treatment plant and the person in responsible
charge must hold a valid Grade III Certificate.
This Authorization to Construct shall be subject to revocation unless
the wastewater treatment facilities are constructed in accordance with the
conditions and limitations specified in Permit No. NC 0005266.

Also, enclosed is a copy of WPC Form #50 "Cost of Wastewater Treatment
Works." This form is to be completed and returned to this office within
thirty (30) days after the project is completed.
