PROJECT SUMMARY: The project is for a pier and platform at 1520 Galley Circle in the Mariners Point s/d. As a requirement of the original major permit for the s/d each lot would be required to apply for a major permit if individual docks were requested. Field Investigation Report: Jones 1520 Galley Circle Mariners Point S/D Page 02 9. Narrative Description: The project is located at 1520 Galley Circle off Oglesby Rd which is part of the existing Mariners Point subdivision. Mariners Point was permitted through major permit # 167-07 for infrastructure, 149 lots and a docking facility. Oglesby Rd. is found by turning right off of N. 201h St. in Morehead City in the area locally known as Crab Point. Dill Creek borders this site to the east and north. 1520 Galley Circle is .39 acres (I7,004sf) in its entirety and is an average of 4' above NHW and has 102' of shoreline along the normal high water contour. There is an expanse (approximately 102' x 165') of Coastal Wetlands present along the shore adjacent to Dill Creek. This coastal wetland area contains Smooth Cordgrass (Spartina altemiflora). There are typical lawn grasses, scrub oaks and riprap (above NHW) along the high ground portion of the property. The lot to the east has an existing dock. The water depths within the tributary of Dill Creek are shallow (less than -2'nlw), and according to the applicant, reach —2.4' NLW within the channel portion and —.8 to -1.9 at NLW (depending on location) at the waterward end of the proposed structure. Extensive field work confirms the soundings. The substrate in this area is thick organic mud. This section of Dill Creek is a Primary Nursery Area as designated by the Division of Marine Fisheries and the Division of Water Quality classifies it as SA/HQW waters. The area in which the proposed project would take place is closed to the taking of shellfish. Morehead City's Land Use Plan dated 2007 classifies this area as Low Density Residential and Conservation within the AECs. 10. Proiect Description: The applicant is proposing a 6' x 5' access over high ground, a 6' x 166' pier and a 13' x 30' L- head platform. They are not proposing any upland development at this time. The proposed pier would cross high ground for 5', coastal wetlands for approximately 166' (for a total length of 171') and would then intersect a 13' x 30' platform area. Depending on location, the platform would extend over coastal wetlands for 3' to 5' with the remaining portion of the platform (8') over open water within the 32' wide to 40' wide creek. There are no slips proposed. The water depths along the platform area is -.8' to 1.6' nlw. The most water ward portion of the structure would be located 10'-to 20' landward and parallel with the edge of the existing channel depending on location. Through previous permit activity in this area, the Division has determined that the configuration of marsh along the shoreline of this property establishes the point from which to measure the water body for the immediate area, creating a width of 32' at its most constrictive point and 40' at its widest point. In consideration of this, the impedance into the water body by the structure consequently extends approximately 8' into the 32' body of water. The pier and platform would be located 16' from the west riparian access line and 15' from the east riparian access line. The riparian access lines where determined on the previous original major permit submittal for the subdivision in addition to field visits and aerial photography. The Field Investigation Report: Jones 1520 Galley Circle Mariners Point S/D Page 32 riparian access line is drawn perpendicular to the channel location that runs east to west. All water depths as well as the outermost limit of the coastal wetlands, channel location and water body width have been field verified by DCM staff. 11. Anticipated Impacts: The proposed pier as would incorporate 35 ftz of high ground while shading and incorporating 1,143.8 ftz of coastal wetlands. A total 240 ft2 of open water of would be shaded and incorporated by the platform. There are no oyster beds containing healthy populations existing along the shoreline and therefore should not be disturbed during the construction process. There is the potential for temporary turbidity during piling placement. The Division of Land Resources approved the Sedimentation and Erosion control plan (CARTE-2006-440) on 6/19/06 with the DWQ Stormwater permit #SW8060625 issued on 7/12/06 for the existing s/d. Based on the determination of the water body widths by the Division and the District, the structure should not cause a hindrance to navigation due to the location of the existing coastal wetlands in the area. The coastal wetland area terminates approximately 166' waterward of NHW. The channel edge is located 25' to 35' from the north edge of the coastal wetlands. Since no formalized slips are proposed, there should be no turbidity or impacts from prop scarring. The address for the project is 1520 Galley Circle, Morehead City, NC 28557. The Mariner's Point Subdivision's CAMA Major Permit conditions required that anytime development were to occur within the 75' AEC line and waterward that the work must be permitted through the CAMA Major process. The property's upland shoreline is 102 LF along coastal wetlands that are part of Crab Point Bay, Stream Index #: 21-30; Class SA;HQW. The lot currently is currently undeveloped. The owner is requesting to construct 171 LF of a 6' wide wooden pier from the Normal High Water (NHW) Line of Lot 77 to a 30.0' x 13' (390 sf) observation platform that borders the "One Quarter Line' of the water body. There are no proposed boat slips, boat lifts, tie piles or floating platforms with this pier construction. This observation platform is partially over the furthest extent of the coastal wetland but covers no more than 6' of coastal wetland at the widest point of coverage. The platform does not impact the channel. The extent of the channel within this body of water is determined from previously approved CAMA Major Permits for adjacent lots within Mariner's Point Subdivision as well as hydrographic survey performed by The Cullipher Group, P.A. This is generally where -2' at NLW is met and the bottom remains at this elevation or gets deeper going toward the center of the water body.
