Z. Osborne (TZO) WWTP Influent for PFAS compounds and 1,4-dioxane To Whom It May Concern: Attached please find spreadsheets/data requested in the DEQ letter of April 30, 2019. As outlined in the DEQ letter, three T. Z. Osborne WWTP influent samples were collected on the following dates for analysis of 21 PFAS compounds: July 8, August 7, and September 17. Please note the following: • An October 2017 DEQ Administrative Letter required the City of Greensboro to conduct monthly T. Z. Osborne effluent sampling and reporting for 1,4-dioxane beginning in December 2017. As required, this data is reported to DEQ on the monthly eDMR. Thus, no influent dioxane monitoring was conducted. This waiver was discussed with Julie Grzyb of the DEQ NPDES Section. • The July and August TZO influent samples were split between two commercial laboratories and the September TZO influent sample was split between three commercial laboratories. The influent sample result recorded for each month on the DEQ-provided spreadsheet was the average of all values that met QA/QC. — Greensboro developed a separate spreadsheet to record/submit data from all three laboratories. • No J values were included on the spreadsheets. • Below Detection Limit (BDL) Values were reported as follows: — For reporting purposes, BDL values were reported as "ND" with a "U" qualifier in the appropriate column. — For averaging purposes, BDL values were designated as "0". • An internal Pace Lab miscommunication and different analytical methods resulted in Pace Laboratories in Minnesota not conducting analysis for 4 of the 21 DEQ requested compounds: — PFHpS (375-92-8), PFNS (68259-12-1), PFOSA (754-91-6), PFPeS (2706-91-4) — However, Pace reported 4 analytes not requested: NaDONA (958445-44-8), PFPrOPrA (13252-13-6), PFHxDA (67905-19-5), PFODA (16517-11-6) - It should be noted that none of the 4 compounds omitted by Pace were detected in any of the 3 monthly samples by the other laboratories. • Because Greensboro split samples, we have multiple large reports, so only the specific sample data summary sheets have been submitted. Other information (QA/QC data, blanks, etc.) is on file and available for inspection. There is currently no EPA approved laboratory analytical method for the determination of PFAS compounds in wastewater. Please note the following on the City of Greensboro detailed spreadsheet including analytical results from all laboratories: • Split sample results for several of the compounds do not meet acceptable QA/QC criteria for duplicate analyses • For several compounds, one lab detected the compound in the sample while one or both of the other labs did not. • Any conclusions based on the data set for this Special Study must include rigorous data review and validation, as well as recognition of the difficulty in accurately and precisely measuring nanogram per liter (ng/l) values in a complex wastewater matrix.
