Drawer 10 Granite Falls, NC 28630 SUBJECT: Permit No. NC0021890 Authorization to Construct Town of Granite Falls Wastewater Treatment Facilities Improvements EPA Project No. C370682-01 Dear Mayor Huffman: The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of: renovations and improvements to expand the existing 0.5 MGD contact stabilization wastewater treatment plant to a 0.750 MGD ex- tended aeration wastewater treatment plant to consist of a new mechanical bar screen with grit removal facilities, parshall flume, 0.750 MGD dual oxidation ditch aeration basins, dual final clarifiers, sludge recirculation and waste pump station, alkali feed system, chlorine contact facilities, cascade aeration, modifications to the existing contact stabilization plant for use as an aerobic digester, vacuum sludge drying beds, effluent channel, and administration/laboratory facilities. Before commencing any constsruction or operations involving temporary bypassing of raw sewage .to surface waters or temporary bypassing of treatment units which results in less than secondary treatment, the Grantee must notify the NCDEM Mooresville Regional Office for conditions and approval. Do not proceed with construction until the Authorization -to -Award package, EEO, and MBE documentation/certification has been reviewed, and you are in receipt of our approval if Federal Funding is desired for project construction. Huffman, Jr. Page 2 June 7, 1985 - The Permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facili- ties is 50% completed. This Authorization -to -Construct is issued in accordance with Part III, Paragraph C of NPDES Permit No. NC0021890 issued May 1, 1984, and shall be subject to revocation unless the wastewater treatment facilities are con- structed in accordance with the approved plans, specifications, supporting documents, and are in compliance with the conditions and limitations speci- fied in Permit No. NC0021890. During the construction of the proposed additions/modifications,. the Permittee shall continue to properly maintain and operate -the- exis.ting:. , wastewater treatment facilities at all times, and in such;manne_r,:as_ne.cessary to comply with the effluent limits specified in the NPDES Permit.,, You are reminded that it is mandatory for project to be- constructed.in accordance with the North Carolina Sedimentation Pollution Control Act; and when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractors responsibilities shall be in complying with these acts. The selling or free distribution of wet, dried, composted sludge or sludge like materials from wastewater facilities without prior review and approval by this Division is illegal. One (1) set of final approved plans and specifications is to be for- warded to you, one (1) set to the Environmental Protection Agency (EPA), and two (2) sets to the Corps of Engineers.
