APPROVAL of 401 Water Quality Certification and ADDITIONAL CONDITIONS

Dear Mr. Corriher:
You have our approval, in accordance with the attached conditions and those listed below, for the purpose of creating bank
stabilization, as you described in your application dated November 19, 1998. After reviewing your application, we have decided
that this fill is covered by General Water Quality Certification Number 3102. This certification allows you to use Nationwide
Permit Number 13 when the Corps of Engineers issues it. In addition, you should get any other federal, state or local permits
before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-
Discharge and Water Supply Water shed regulations. This approval will expire when the accompanying 404 or CAMA permit
expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application except as modified below. If
you change your project, you must notify us and you may be required to send us a new application.. If the property is sold, the
new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all
conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required
as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the conditions listed in the
attached certification and any additional conditions listed below.
1. Sediment and erosion control measures shall adhere to the design standards for sensitive watersheds
(T 15A:04B.0024).
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act
within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter
150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-
7447. This certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you have

STUDY SITE
The Charles Corriher, Jr. streambank stabilization project is located on 126 feet of
the Tuckaseegee River in Webster, NC (see Figure 1, which is taken from the USGS
Topographic Map of Sylva South, N.C.). Soft armoring (bioengineering) techniques and
the reestablishment of the riparian vegetation will be used to stabilize this portion of the
creek.

The streambank soil type is Biltmore sand (BaA), which are very deep, well
drained or moderately well drained, and rapidly permeable. They formed in sandy recent
alluvium. They are on flood plains along large streams. Elevation generally ranges from
1,850 to 2,500 feet. Slope ranges from 0 to 3 percent. The soils are classified as mixed,
mesic Typic Udipsamments.
Biltmore soils are geographically associated with Rosman and Statler soils.
Rosman soils are coarse-loamy and are in long strips behind the Biltmore soils on the
flood plain. Statler soils are fine-loamy. They are on slightly elevated low stream
terraces.
The sandy sediment is 40 to 60 inches or more deep over deposits of cobbles and
gravel that are stratified with sandy or loamy material. Reaction is strongly acid to
slightly acid in unlimed areas. The number of mica flakes is few or common. The
content of rock fragments is as much as 10 percent, by volume, to a depth of 40 inches
but may be more than 35 percent below a depth of 40 inches.
The Ap or A horizon has hue of 7.5YR or l OYR, value of 3 to 5, and chroma of 1
to 6. Where value is 3 and chroma is 1 to 3, the horizon is less than 10 inches thick.
The C horizon has hue of 7.5YR or lOYR, value of 4 to 6, and chroma of 3 to 8.
Mottles with chroma of 2 or less are few or common in some pedons at a depth of 20 to
40 inches. The horizon is dominantly sand, loamy sand, or loamy fine sand. In some
pedons, however, it has thin strata of sandy loam or loam less than 6 inches thick.
STREAMBANK STABILIZATION
The 126 feet of streambank will be stabilized using coconut fiber blankets. Figure
2 illustrates the details of the bioengineering portion of the streambank stabilization.
Long term stabilization will be achieved by revegetating the streambank with suitable
riparian species (see Riparian Restoration section).

The 126 feet of streambank (Figure 3) will be sloped to a ratio of 3 to 1, a temporary
grass seeding of a fescue-rye grass mix, and lined with coconut fiber blankets.

RIPARIAN RESTORATION
The riparian restoration component of this project was broken down into a two-
zone approach (Figure 4).

The species selected were chosen to be aesthetically pleasing and to benefit wildlife by
providing food or habitat. We are also supporters of the Southern Appalachian Native
Plant Initiative (SNAPI), so we will only be using native species to revegetate the
riparian zone. The Zone structures are as follows:
1. Zones 1 and 2 will consist of the following emergent species: Buttonbush
(Cephalanthus occidentalis), Sweet Azalea (Rhododendran arborescens).
Species in Zones 1 and 2 will be planted 2 to 3 feet apart on a triangular
spacing.
