PROJECT SUMMARY: The applicant proposes to construct a private pier with a T-head, two floating docks and a boat lift. $ Russell J. LaBelle Page Two 9. PROJECT DESCRIPTION: The project site is located at 7901 Masonboro Sound Road in New Hanover County. The property is adjacent to the Atlantic Intracoastal Waterway (Masonboro Sound) and is approximately 1.5 miles south of the mouth of Hewletts Creek and approximately 0.5 miles north of the mouth of Whiskey Creek. The High ground property is approximately 200' wide by approximately 1,500' deep, or approximately 7.2 acres. The tract averages approximately 10' above mean sea level. Existing highground development on the tract includes a single family dwelling, a garage and a driveway. Between the edge of high ground and the Intracoastal Waterway there is an approximately 800' wide expanse of Coastal Wetlands dominated by Smooth Salt Marsh Cordgrass (Spartina altem flora). Within this area of Spartina alterniflora is a finger of mixed high marsh, averaging approximately 100' in width, extending from highground for approximately 450'. At the waterward terminus of the mixed high marsh finger is a small area (approximately 40' X 40') of slightly higher elevation which is supporting Live Oaks (Quercus virginiana). This high marsh finger creates a mean high water shoreline length of approximately 1,100 feet. The Intracoastal Waterway adjacent to the applicant's property averages approximately 807' in width. Approximately 170' into this open water area from the western edge of marsh is a sandbar with an elevation of approximately +2.5' MLW, with the actual MLW contour extending approximately 270' waterward from the edge of marsh. Approximately 300' north of the applicants property is an existing community pier at Dalkeith Subdivision. The Dalkeith H.O.A. pier extends into the water body approximately 350' and terminates approximately 112' from the near-bottom edge of the federally maintained channel. The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. The waters of Masonboro Sound are classified as SA ORW by the Division of Water Quality. The area is designated as a Primary Nursery Area by the Division of Marine Fisheries and is open to the taking of shellfish. The applicant is proposing to construct a private pier 675' long by 6' wide connected to a 8' by 35' T-head and two 6' X 24' floating docks. In between the two floating docks a dual boat lift is proposed capable of lifting two boats up to 25'. Two mooring pilings will be located approximately 12' off of each floating dock. The structure will provide docking space for up to four vessels. The total length of the structure, measured from mean high water, will be approximately 720'. The structure will extend past the mean low water contour approximately 90'. The landward end of the floating docks will have approximately 3.5' of water depth at mean low tide and the waterward end approximately 7.5'. Russell J. LaBelle Page Three 10. ANTICIPATED MPACTS: The project as proposed will result in the shading of 2,160 sq. ft. of Spartina altemiflora, and will incorporate approximately 3,422 sq. ft. of Public Trust Area. The project, as proposed, will extend approximately 360' into a body of water that averages 807' across within the applicant's riparian corridor. This proposed length is aproximately 159' longer than the current one-fourth rule allows. The pier will terminate approximately 112' from near-bottom edge of the federally maintained channel, can be constructed within the applicants riparian corridor, and will not extend beyond the established pier length along the same shoreline for similar use. As of August 1, 1998, under individual permits, "T"s, finger piers, platforms, and decks mut not exceed a combined total area of 4 sq. ft. per linear foot of shoreline. The proposed T-head and floating docks will have a combined square footage of 568, which is well under the total allowable square footage given the applicant's shoreline length. ENT The pier is an approximate 865 foot long pier consisting of an approximate 675 foot long, 6 foot wide walkway beginning from solid land and commencing over marshland and then commencing into the Atlantic Intercoastal waters to a point just beyond a sandbar. At this point an approximate 35 foot "T' pier, 8 foot wide is installed perpendicular to the longer walkway. These sections are supported on treated pilings sunk at least 8 foot into the hard bottom and on 8 foot minimum centers. Stringers are made of 2" x 12" or greater treated wood and the decking is 2" x 8" treated wood. The pier has (2) 24-foot long, 6 foot wide floating docks secured by 4 pilings each and a tilting gang plank for each. The floating docks are located at each end of the "T' pier. Each floating dock has two outboard pilings located approximately 16 feet from the floating dock for boat tie-up purposes. The space between the two floating docks has four pilings supporting a dual boat lift capable of boats up to approximately 25 foot. This requires electricity be run out the pier to the lift. It is also anticipated that water will be brought to this area for boat washdown. The intended use of the pier, docks and lift is for private recreational purposes. -L7L ?I 1?
