PERNELL NORTH CAROLINA Environmental Quality October 31, 2019 TOWN OF LOIUSBURG 110 WEST NASH STREET LOUISBURG, NORTH CAROLINA 27549-2526 Subject: Permit WQ0005981 Town of Louisburg RLAP Land Application of Class B Residuals (Non -Dedicated) Franklin County Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section (WQROS), Raleigh Regional Office (RRO) inspected Louisburg residuals program of Louisburg Residual Land Application Program on October 28, 2019. DWR was properly notified by operator of the land application event in August. DWR wishes to thank Jimmy Ellington for his assistance with the inspection. The residuals monitoring was reviewed. TCLP analyses indicated compliance and was performed July, 2019. Pathogen Reduction testing was fecal coliform analyses performed in August 20I9 with all results less than 30,000mpn. Vector Attraction Reduction testing was completed and indicated compliance. Nutrient and metals were tested in July, 2019. Soils Plus is contracted to do analyses and PAN calculations. Application to the fields was not observed, as the operation was completed in early October. The ORC reported that fields are in hay and that some are grazed. Signs are posted during and after land application activities. Soil samples were collected as required. One field was limed. Hauling records and CPLR sheets were reviewed and found to be in compliance. Residuals are hauled as liquid with 2 to 3% solids and are surface applied. An operation and maintenance document is on file. The residuals program for Louisburg appears well managed and compliant at this time.
