ARCHITECTS • ENGINEERS • PLANNERS February 4, 1999 OAK PARK EXTENSION AND PLANT DRIVE ROADWAYS Wyeth Lederle Vaccines & Pediatrics 4300 Oak Park Drive Sanford, North Carolina Project #9814 STORMWATER MANAGEMENT PLAN The above-referenced project will provide a new roadway entrance into the existing buildings and facilities at Wyeth Lederle Vaccines & Pediatrics. No new buildings are being proposed at this time. The Stormwater Management Plan for the project involves the use of grass-lined ditches along the roadways to receive all runoff from the pavement. A series of sediment traps is located at the discharge areas into the existing streams or wetlands. A series of check-dams is used to slow the transfer of sediment and deposit the sediment in the roadway ditches, prior to reaching the streams or wetlands. A temporary pipe is being utilized to reroute the existing streams in the area of the new culvert. This pipe will allow the construction to take place outside of the normal flow of the streams. The sediment traps which will be used during the construction will be cleaned out after the area is stabilized by groundcover, and the traps will be utilized to retain water as small dry detention basins. There are approximately 12 of these traps throughout the project and they will act as stormwater management areas after the initial construction is completed. The total area of new impervious surface on this project is under 3.0 acres, after development. The project is located on an 100+-acre tract. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3103. This certification allows you to use Nationwide Permit Number 14 when the Corps of Engineers issues it. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Water shed regulations. This approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application except as modified below. If you change your project, you must notify us and you may be required to send us a new application.. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the conditions listed in the attached certification and any additional conditions listed below. 1. Deed notifications or similar mechanisms shall be placed on all lots with remaining jurisdictional wetlands and waters or areas within 50 feet of all streams and ponds to notify the state in order to assure compliance for future wetland and/or water impact. These mechanisms shall be put in place within 30 days of the date of this letter or the issuance of the 404 Permit (whichever is later). 2. An additional condition is that a final, written stormwater plan including a wet detention basin or equivalent use of natural wetlands must be approved by DWQ before wetland (or stream) impacts occur. Also, before any building is occupied at the subject site the stormwater treatment facilities shall be constructed and operational and the stonmwater management plan be implemented. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611- 7447. This certification and its conditions are final and binding unless you ask for a hearing. Please be advised that a stormwater management plan must be designed in accordance with the NCDENR Stormwater Best Management Practices Manual, November 1995 to meet 85% TSS removal. The plan. must include detailed plans and specifications as well as sizing calculations and supporting information. An operation and maintenance agreement is also required. The operation and maintenance agreement must also be signed by the responsible party and notarized. Reference NCDENR Administrative Code Section 15A NCAC 2H.1000 Stormwater Management, December 1995, Section .1008, item i. The requested information or a deadline extension request must be submitted within 30 days. Division wetlands unit staff will strive to complete a final technical.review within 10 working days of receipt of the requested information. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3103. This certification allows you to use Nationwide Permit Number 14 when the Corps of Engineers issues it. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Water shed regulations. This approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application except as modified below. If you change your project, you must notify us and you may be required to send us a new application.. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h) (6) and (7). For this approval to be valid, you must follow the conditions listed in the attached certification and any additional conditions listed below. 1. Deed notifications or similar mechanisms shall be placed on all lots with remaining jurisdictional wetlands and waters or areas within 50 feet of all streams and ponds to notify the state in order to assure compliance for future wetland and/or water impact. These mechanisms shall be put in place within 30 days of the date of this letter or the issuance of the 404 Permit (whichever is later). 2. An additional condition is that a final, written stormwater plan including a wet detention basin or equivalent use of natural wetlands must be approved by DWQ before wetland (or stream) impacts occur. Also, before any building is occupied at the subject site the stormwater treatment facilities shall be constructed and operational and the stormwater management plan be implemented. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition, which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611- 7447. This certification and its conditions are final and binding unless you ask for a hearing.
