Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section
inspected the subject residuals land application system on October 30, 2019. 1 wish to thank Ryan
Copeland, Derek Clayton and Van Rogers for their help during the inspection.
Nate Roth is the ORC and Bryan Pica is the backup.
The Roxboro WWTP has a centrifuge which has been creating residuals with a solids content of 20-25%.
Residuals are stored on concrete under cover. The WTP residuals are now being IandfiIled.
Synagro removes the residuals from the WWTP and land applies them. Six fields have been used in 2019.
More residuals may be applied before the end of the year, depending on the weather. Fields are flagged
and signs are posted before land application begins. Samples were analyzed for metals and TCLP.
Analyses have indicated that there are no metals, salts or pollutants near permit linvts in the sludge.
Soil samples were collected. No fields required lime in 2019.
Hauling records and CPLR records were reviewed and found to be compliant.
On the day of the inspection, the system appeared to be operating in compliance with permit conditions.
