Attachment
The limits indicated on the Approval Form reflect an assumption
of low background dissolved oxygen (D.O.) deficits. Ambient monitoring
data indicates that this is not always representative of summer conditions.
It is not presently known whether these poor background conditions can
be attributed to upstream discharges or the influence of salinity. The
Modeling Group recommends, therefore, that a re -opener clause be inserted
in the NPDES permit. If downstream monitoring indicates that Wilmington's
discharge is the cause of further water quality degradation, then more
stringent limits will need to be applied. The Modeling Group recommends
that the downstream monitoring station be located 1.5 miles downstream
of the outfall for this purpose.
