After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3102. This Certification allows you to use Nationwide Permit Number 13 when the Corps of Engineers issues it. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. Henson Principal Hydrologist Appalachian Environmental Services November 4, 1998 STUDY SITE The Jackson Paper Manufacturing Company's Scott Creek streambank stabilization project is located on 135 feet of Scott Creek in Sylva, NC (see Figure 1, which is taken from the USGS Topographic Map of Sylva South, N.C.). A combination of hard armoring (stone placement), soft armoring (bioengineering) techniques, and the reestablishment of the riparian vegetation will be used to stabilize this portion of the creek. The streambank soil type is Udorthents-Urban land complex (UfB), which consists of areas where the natural soil has been altered by excavation or covered by earthy fill material. These areas are well drained or moderately well drained. The excavated areas are mainly borrow pits from which the soil has been removed and used as foundation material for roads and buildings. In this particular case a parking lot for Jackson Paper Manufacturing Company. In most excavated areas, the exposed material is sandy loam, loamy sand, or loam. The fill areas are sites where at least 20 inches of loamy, earthy material covers borrow pits, landfills, natural drainageways, or low-lying areas. Slope ranges from nearly level to very steep, and some areas are undulating. A typical pedon is not given for these soils because they vary. The depth to bedrock varies greatly. The fill areas are much more than 20 inches deep and are as much as 100 feet deep in some areas. Landfills have layers of nonsoil material covered by loamy soil material. The Udorthents have colors in shades of red, brown, yellow, and gray. The texture varies but typically is loamy. Reaction ranges from extremely acid to slightly acid. STREAMBANK STABILIZATION The 135 feet of streambank will be stabilized using stone and coconut fiber blankets. Figure 2 illustrates the details of the bioengineering portion of the streambank stabilization. Long term stabilization will be achieved by revegetating the streambank with suitable riparian species (see Riparian Restoration section). Figure Z - Diagram of Bioengineering practices. Where there is a major undercut of a tree (Figure 3) the streambank will be armored with stone. Hard armoring encompasses about 20 feet of the restoration. The remaining 115 feet of streambank (Figure 4) will be sloped to a ratio of 3 to 1, a temporary grass seeding of a fescue-rye grass mix, and lined with coconut fiber blankets. RII'ARMN RESTORATION The riparian restoration component of this project was broken down into a three- zone approach (Figure 5). Figure 5 - Riparian Restoration Three-Zones. The species selected were chosen to be aesthetically pleasing and to benefit wildlife by providing food or habitat. The Zone structures are as follows: 1. Zone 1 will consist of the following emergent species: Buttonbush (Cephalanthus occidentalis), Woolgrass (Scirpus cyperinus) and Narrow leaf Cattail (Typha angustifolia). Species in Zone 1 will be planted 2 to 3 feet apart on a triangular spacing. 2. Zone 2 will be consisted of the following emergent and shrub species: American Wisteria (Wisteria frutescens), Brookside Alder (Alnus serrulata), Buttonbush (Cephalanthus occidentalis) and Woolgrass (Scirpus Merinus). Species in Zone 1 will be planted 2 to 3 feet apart on a triangular spacing. 3. Zone 3 will be planted with Silky Dogwood (Comus amomum) and Woolgrass (Scirpus cyperinus). Henson Principal Hydrologist Appalachian Environmental Services November 4, 1998 STUDY SITE The Jackson Paper Manufacturing Company's Scott Creek streambank stabilization project is located on 135 feet of Scott Creek in Sylva, NC (see Figure 1, which is taken from the USGS Topographic Map of Sylva South, N.C.). A combination of hard armoring (stone placement), soft armoring (bioengineering) techniques, and the reestablishment of the riparian vegetation will be used to stabilize this portion of the creek. The streambank soil type is Udorthents-Urban land complex (UfB), which consists of areas where the natural soil has been altered by excavation or covered by earthy fill material These areas are well drained or moderately well drained. The excavated areas are mainly borrow pits from which the soil has been removed and used as foundation material for roads and buildings. In this particular case a parking lot for Jackson Paper Manufacturing Company. In most excavated areas, the exposed material is sandy loam, loamy sand, or loam. The fill areas are sites where at least 20 inches of loamy, earthy material covers borrow pits, landfills, natural drainageways, or low-lying areas. Slope ranges from nearly level to very steep, and some areas are undulating. A typical pedon is not given for these soils because they vary. The depth to bedrock varies greatly. The fill areas are much more than 20 inches deep and are as much as 100 feet deep in some areas. Landfills have layers of nonsoil material covered by loamy soil material The Udorthents have colors in shades of red, brown, yellow, and gray. The texture varies but typically is loamy. Reaction ranges from extremely acid to slightly acid. STREAMBANK STABILIZATION The 135 feet of streambank will be stabilized using stone and coconut fiber blankets. Figure 2 illustrates the details of the bioengineering portion of the streambank stabilization Long term stabilization will be achieved by revegetating the streambank with suitable riparian species (see Riparian Restoration section). Figure 2 - Diagram of Bioengineering Practices. Where there is a major undercut of a tree (Figure 3) the streambank will be armored with stone. Hard armoring encompasses about 20 feet of the restoration. The remaining 115 feet of streambank (Figure 4) will be sloped to a ratio of 3 to 1, a temporary grass seeding of a fescue-rye grass mix, and lined with coconut fiber blankets. RIPARIAN RESTORATION The riparian restoration component of this project was broken down into a three- zone approach (Figure 5). Figure 5 - Riparian Restoration Three-Zones. The species selected were chosen to be aesthetically pleasing and to benefit wildlife by providing food or habitat. The Zone structures are as follows: 1. Zone 1 will consist of the following emergent species: Buttonbush (Cephalanthus occidentalis), Woolgrass (Scirpus cyperinus) and Narrow- leaf Cattail (Typha angustifolia). Species in Zone 1 will be planted 2 to 3 feet apart on a triangular spacing. 2. Zone 2 will be consisted of the following emergent and shrub species: American Wisteria (Wisteria frutescens), Brookside Alder (Alnus serrulata), Buttonbush (Cephalanthus occidentalis) and Woolgrass (Scirpus cyperinus). Species in Zone 1 will be planted 2 to 3 feet apart on a triangular spacing. 3. Zone 3 will be planted with Silky Dogwood (Comus amomum) and Woolgrass (Scirpus cyperinus). After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3102. This Certification allows you to use Nationwide Permit Number 13 when the Corps of Engineers issues it. In addition, you should get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires unless otherwise specified in the General Certification. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act.
