PROJECT SUMMARY: The applicants propose to construct an elevated pedestrian walkway over Davis Canal and expanse of coastal wetlands to facilitate environmental education programs offered through the Town's Recreation Center and provide public access to the beach from the recreation center. Town of Long Beach Page 2 9. PROTECT DESCRIPTION This project is a continuation of the Town of Long Beach Recreation Department's Environmental Education Program facilities. The first phase of the project consisted of the construction of elevated walkways and observation platforms through areas of wooded swamp and irregularly flooded coastal wetlands. Phase I was permitted by State Permit #20-98, and construction of the proposed structures has been completed. The Phase II project site is also located on the south side of the Recreation Center property, on Oak Island Drive, in Long Beach, NC, in Brunswick County. It begins at the end of S.E. 30th Street, continues across Davis Canal to a small island, and then across a large expanse of intertidal marsh to the northern end of 29th Place East, where the proposed pedestrian walkway would terminate. Davis Canal is a channelized waterbody originally dug through portions of the Davis Creek and Montgomery Slough inter-tidal basins, that bisect the west end of Oak Island. In the project area, the open water area of Davis Canal is approximately 60-65 feet wide. Both sides of the canal exhibit a border of coastal wetlands, primarily Smooth Cordgrass (Spartina alterniflora), with Black Needle Rush (hM= ?), intermixed with Spike Grass (Distichlis spicata), Sea Lavender (Limonium, spp.), Saltwort (Salicornia, spp.), Sea Oxeye (Borrichia hutescens), Giant Cordgrass (Spartina cynosuroides), Saw grass (Cladium jamaicense), and Salt Meadow Grass (Snartina patens) at the transition to highground. The locally named, Hoboke Island, is typical of the south side of Davis Canal. This area appears to be a remnant dredge spoils berm that was created by the original canal excavation. The relic berm has islands of highground vegetation, separated by areas of high coastal marsh, which are occasionally flooded by extreme high, lunar and storm tides. In the project area, the highground island vegetation includes small pines, Red Cedar, and Wax Myrtle, fronted with shrubs, Marsh-elder (Iva frutescens), and Grounsel-bush (Baccharus halimifolia) around it's perimeter. The broad expanse of salt marsh between the island and the beach strand (29th Place East) is approximately 300-350 feet wide, and exhibits the same marsh species listed above. Montgomery Slough is a small, shallow creek which runs, roughly parallel and adjacent to the northern shoreline of the beach strand. In the project area, it is approximately 20 feet wide. The waters of Davis Canal and Montgomery Slough are classed as SA by the NC Division of Water Quality. They are CLOSED to the harvest of shellfish. This site is within a Primary Nursery Area (PNA) designated by the NC Division of Marine Fisheries. The applicants are proposing to construct three elevated wooden pedestrian walkways. The first walkway would extend from the end of S. E. 31st St. across Davis Canal to Hoboke Island. This walkway would be 154 feet long and 6 feet wide. To provide for small watercraft navigation, this structure would include a clear-span arch section over the deepest portion of the canal, 14 feet long and elevated 6 feet above the mean high water (M1-1W) elevation. The second walkway would span the area of high coastal marsh between the two highground portions of Hoboke Island, and would be 100 feet long and 4 feet wide. The third segment of the walkway would extend from the western end of the island across the wide expanse of regularly flooded coastal marsh to the end of 29th Place East. This section of walkway would be 350 feet long and 6 feet wide. No navigational arch is proposed over Mongomery Slough. To reach the beach, pedestrians would continue for three blocks, along 29th Place Past to the existing beach access at the southern end of the street. The three walkways would be handicap accessible and would total 604 feet in combined length.. Town of Long Beach Page 3 10. ANTICIPATED IlVIPACTS Provided that the walkways are sufficiently elevated to avoid excessive shading impacts to wetland vegetation, no long-term adverse impacts are anticipated as a result of the project. The structures would provide aesthetically pleasing nature walks, facilitate planned environmental education programs, as well as, provide a public access to the beach from Oak Island. The clear-span arch in the Davis Canal crossing would provide for small vessel navigation. The proposed arch would provide higher and wider clearance than an existing crossing approximately '/a mile downstream (west) of the project site. There would be some disturbance of the marsh and shallow bottom along the proposed walkway alignments during initial construction, and the proposed structure would shade approximately 2544 square feet of coastal wetlands. However, provided there is adequate elevation of the walkway, no long-term adverse impacts are anticipated. Submitted by: E.F. There will be an Interpretative trail and walkway that will run throughout the wetland area. The walkway or trial will connect Tidal Waves Canoe dock on 31" street east to a new crossover that will drop on to the island and then crossover to 29'h Place east at the end of 29th Place east. This new crossover will go over Davis Creek and provide access to the ocean from this street and the Recreation Center. This will provide a valuable link to the ocean for our ongoing Environmental Education programs. It will allow us to have access to the Salt Marsh, Wetlands, and the Ocean for these programs. However, it will also become an important access to all citizens, via-the new sidewalks. ?,a/? /fr The Long Beach Recreation Center and Tidal Waves Park will provide parking for this access and providing a close restroom facility for disabled citizens and the public. We do feel confident that this project is consistent with our Land Use Plan as described in the attached information. This project is included in the 10 year Parks and Recreation Master Plan that includes the development of an Environmental Education Area and Crossover and more improve ocean access for our disabled citizens.
