The fields where sludge was applied had proper signage present. The WWTP was inspected. During the WWTP inspection,the operator log book, lime stabilization records and the digestor were reviewed. The camera system installed during the upgrade allows the operator to view the digestor operations and the residuals hauling from the plant office. A knife valve has been added at the request of the LA contractor to reduce the burden on the truck drivers. The system can be operated by one person rather than by two people. The loading area was clean. No sludge was observed on the ground at the loading area. There is a drain at the loading area to capture any overflow that may occur. The drain returns the sludge to the head of the plant. The LA site was inspected and residuals applied was viewed at the Phillip Henderson Farm. The buffers were properly marked -out and the field was in good condition.The transfer area at the application field was in good condition. No sludge was present on the ground at the transfer area. The field was well maintained by Southern Soil Builders. Residuals were applied to fields: NC-AL-08-04 Shannon 13.1 acres NC-AL-CH-01&02 Clyde Henderson 32.7 acres NC-AL-CP-01 Carol Price 7.0 acres NC-AL-PH-01 Phillip Hoover 14.7 acres Both the WWTP and the LA event were in compliance with the permit. Lime stabilization occurred on 9/26/2019. At the time of the lime stabilization, the pH was above 12. On the application date was pH still above12. The spray from the applicator truck appeared to be even and the residuals appear to begin drying on the field relative) quickly. A rain gauge was present onsite. No ponding of the residuals was observed and the fields were buffered within the requirements of the permit. Terracing on the site made the LA event more laborious as the application truck had to make multiple maneuvers to apply the sludge onto the field. The only WSW near the application field was buffered at greater than 100 feet from the well. Page 5 of 5
