The Charlotte Observer Publishing Company Transportation Facility
Dear Mr. Ruble:
On October 23, 2019, Julianna Hawley of Charlotte -Mecklenburg Storm Water Services
(CMSWS) conducted an inspection of the above referenced facility as a requirement of the City
of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by
Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility
was observed to be in compliance with the City of Charlotte Storm Water Pollution Control
Ordinance.
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:

A Stormwater Pollution Prevention Plan (SPPP) has not been developed, recorded, or
implemented.
3) Qualitative Monitoring
Qualitative monitoring has not been conducted and recorded.
4) Analytical Monitoring
Analytical monitoring has not been conducted and recorded.
5) Permit and Outfalls
Permit requirements have not been followed or implemented.

Facility Description: The Charlotte Observer Publishing Company Transportation Facility is located at 1001 Pressley Rd
in Charlotte on approximately 8.75 acres. The facility serves as a distribution center for the newspaper and associated
inserts.
File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) previously inspected the facility on
3/25/2015. The report was issued as unsatisfactory for an illicit discharge of a petroleum product. A Notice of Violation
(NOV) was issued in February 2010 for not having developed or implemented a Stormwater Pollution Prevention Plan
(SPPP).
Inspection Summary: At the time of inspection, the facility was observed to be in compliance with the City of Charlotte
Storm Water Pollution Control Ordinance. However, the facility should remain in contact with the State about the status
of their permit and implementation of a SPPP. Please refer to the inspection report for comments and recommendations.

Oil/water separator and/or

The facility has one oil/water separator that collects water
pretreatment
from the unused wash bay and empty maintenance building.
Since the oil/water separator is rarely used, it has not been
emptied or serviced recently. CMSWS recommends
emptying and servicing the oil/water separator to ensure it is
working properly.

Recommendation
The facility has 3 municipal waste containers, two of which
dumpsters, scrap metal bins, etc.
are managed by the contractors that supply the inserts. The
facility -managed container had its rain flap open, drain plug
missing, and was rusted. The contractor -managed containers
had their drain plugs missing, rain flaps open, and excessive
trash on the ground. CMSWS recommends contacting the
disposal company for replacement drain plugs and a new
container. CMSWS recommends keeping rain flaps closed
and debris off the ground.

bay, and another floor drain is located in the old maintenance
building. Both floor drains convey to the oil/water separator.

One spill kit was observed in the maintenance building.
CMSWS recommends keeping one spill kit by the DEF
containers and one near the loading/unloading areas.
