Division of Water Quality 1617 Mail Service Center Raleigh, NC 27699-1617 RE: Wastewater Spray Disposal Project Town of Bladenboro Engineering Services Project No. 03023 CWMTF No. 2001B-501 Dear Mr. Goodrich: . . t 0cT 1 2 2004 kff,,l QUALITY 1 Pol-ST SouRCf 5RAtiCN The Town of Bladenboro is in the process of expanding our waste water reuse system, such that up to 200,000 gallons per day of water will be irrigated onto a 130 acre tract of land adjacent to the existing waste water treatment plant. Survey and engineering work is underway on this project, and we anticipate that proposed plans for this expansion will be completed by the end of this year. Included in this project will be the addition of tertiary filters at the treatment plant such that the effluent will be able to achieve reuse standards. Pending review and approval of the construction plans, we anticipate that construction work on this project should be completed in 2005. Also, an inflow and infiltration removal project was recently completed. It should serve to reduce the amount of flow coming into the treatment plant. As you are aware, this project is being funded by a grant from the Clean Water Management Trust Fund, which has stated goals for this project. One of these goals is a permanent reduction in the quantity of effluent being discharged to surface waters. Under the current operating permit, the town is allowed to discharge up to 500,000 gallons per day. We would propose that at the time of the next operating permit renewal, the performance of the reuse system be evaluated along with the current waste water flows, and the flow limit of waste water discharged can be reduced at that time. We would hope that the flow could be reduced to no more than 300,000 gallons, and that the actual flow discharged would be only a fraction of that. At the time the permit is up for renewal, we can review flow information and make a specific determination. We would hope that the Division of Water Quality shares the optimism that the Town of Bladenboro has about this project. This project should serve to both significantly reduce the amount of wastewater discharged, and also significantly improve the quality of effluent that is discharged. As a result, we expect to see a significant improvement in surface water quality around Bladenboro. The town also plans to use the land intended for spray irrigation to good use, and provide a year round cover crop well suited to the soil type and reuse water application.
