It is known,the plant has experienced a great deal of deferred maintenance from the previous owner and is currently functioning nowhere near it optimized capability. Our new ORC is working diligently to bring all the equipment back up to functioning order and wasting the solids on a more realistic schedule. The violation noted in the NOVs are a predominantly a result of much higher than normal rain events and an associated high water table that occurred from October 2018 till March of 2019. An excessive amount of inflow and filtration inundated the facility from upstream municipal users. These users have been notified of this situation and they are working in unison and individually to make repairs to their sanitary sewer collection system. Stanly County has obtained loan funding of more than$3.3 million from the Clean Water State Revolving Fund to perform comprehensive rehabilitation of the plant. Design plans include an additional 1.5 MGD clarifier, increased aeration and upgraded head works.We will also be making repairs on the existing clarifier to improve the total operation of the plant. We hope to be under construction in the near future and are addressing final comments from NCDEQ. Therefore,we respectfully, request remission of the civil penalty so that the money saved can be used to make improvements to the plant infrastructure and to optimize the treatment processes.
