Carolina Lakes Property Owners' Association is made up of 1560 property owners and has a -keen interest in the future development of Block T. The developer met with the Carolina Lakes Property Owners' Board of Directors over 2 years ago but has ignored repeated inquires from us concerning his plans for development. The property proposed for development is contiguous to the Carolina Lakes Subdivision and by deed is a part of the Carolina Lakes Property Owners' Association. As part of the Carolina Lakes Property Owners Association, the developer and subsequent home owners have a right to use the amenities within Carolina Lakes. While development is welcome, it should not be at the expense of our environment and our ecosystem. The Carolina Lakes Community is adamantly opposed to the reclamation of any additional wetlands within our borders or adjacent to them. The community is already experiencing numerous erosion and ecological issues caused by urbanization and development. Lake Carolina, Jumping Creek and the Reedys Swamp area are home to many native species of plants and wildlife. With the incessant growth in this region of Harnett County, depleting additional wetlands will impact the wildlife in the area that rely on wetlands for survival. Additionally, areas I and M as identified on the map are spawning areas for numerous species of fish, turtles and amphibians that inhabit Lake Carolina. A noticeable decline in wildlife has been noticed with increased development in the area; as stewards of our environment, it is imperative that we protect these valuable resources. Attachment A to this letter shows the amount of "green space" within the existing Carolina Lakes community. As you can see there is a considerable number of acres that are reserved for open space. Attachment B shows the proposed Block T subdivision with NO LAND set aside for green space. It is totally out of character from the existing development. The developer needs to be required to provide a comparable amount of green space in the proposed development. The proposed Block T development does not provide an access point to the Carolina Lakes Dam. The developer should be required to provide an access point to the dam so that the Carolina Lakes Property Owners' Association can perform necessary maintenance activities as well as control the water level during major storms. The Carolina Lakes Dam begins next to lot # 135. This access point could also be used by residents of Block T as an emergency exit should the Coachman Way road be blocked because of fire or some other event. Several residents within Carolina Lakes over the past couple of years have spotted the Red- cockaded Woodpecker within the Carolina Lakes community. We believe that the habitat within Block T is well suited for a colony of these endangered woodpeckers. Routinely eagles are spotted roosting in the trees in Block T. FEMA has recently advised a number of our residents that their home is in a flood plain and therefore they need to get flood insurance. Many, if not all, of the lake front lots in Block T are also within the designated floodplain. Presently there is only a single access point into Carolina Lakes. Adding 210 homes to this community will cause safety concerns for residents trying to enter or leave the community. Because of the high volume and high speed traffic on Buffalo Lakes Road, entering it from the Carolina Lakes Subdivision is not easy today but will be much worse with the addition of 210 homes. As a minimum, the developer should be required to construct turn lanes on Buffalo Lakes Road at our entrance and work with the North Carolina Department of Transportation to install a traffic signal. For the safety and welfare needs of our residents and the future residents of Block T, the developer should be required to provide a second entrance so residents would have two avenues of escape in case of a fire or other emergency. A separate entrance would ensure that all construction traffic is routed around the existing subdivision rather than having it pass through the existing community impacting the safety and welfare of our residents. The shoreline of Block T on Lake Carolina has an excellent growth of shrubs and established grasses to control erosion. This vegetation would be destroyed when the lake front lots are developed. Lake Carolina is approximately 240 acres and is at capacity for recreation boat traffic. Adding more homes will only exacerbate the problem. However, should the permit be granted, the developer should be required to provide a beach and boat dock area for residents to use rather than using the existing Marina which is at capacity. Carolina Lakes Property Owners' Association would like to request a public hearing be held to voice our concerns on the environmental impacts on our community as well as the safety and welfare of our residents.
