Dear Mr. Whittington,
On September 22, 1998, I conducted a site visit of the stream feature involved in
the above referenced project. It was determined as a result of the site visit that the water
body channel present on the property is an intermittent stream and therefore subject to
the Neuse River Basin: Nutrient Sensitive Waters Management Strategy; Protection and
Maintenance of Existing Riparian Areas, Administrative Code T15A:02B.0233 (NCAC
0233). The location of stream is indicated on the attached map. It is our understanding
that a new pond is proposed to be located within the riparian area. Attached to this letter
is pages 4-7 and 7-1 of the guidance document that discusses the need to demonstrate
r the lack of practical alternatives.

- analysis for the placement of the pond in the riparian zone please provide the following
items for review (1) a letter which addresses the lack of practical alternatives (2) Pre
