Dear Ms. Powell:

This letter serves as the Annual Report submittal for National Pollutant Discharge
Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit
NCS000516 for the North Carolina Global TransPark (NCGTP) facility for the period
July 1, 2018 – June 30, 2019.

North Carolina Department of Environmental Quality, Division of Energy, Mineral &
Land Resources (DEMLR) evaluated the NCGTP on June 16, 2019 and determined that
the NCGTP was not an MS4. NCGTP concurs with DEMLR. We are currently in
negotiation with DEMLR to incorporate NCGTP under the North Carolina Department of
Transportation’s statewide NPDES permit that requires the development of a new
Stormwater Pollution Prevention Plan for GTP, which is currently underway.
