I don't know if I have this white paper available electronically or if I can share it outside of agency -- probably CAN share
it w/ DWR..
It's explaining that stream relocation is not compensatory mitigation - however, if there is demonstrated uplift from
existing condition to relocated condition - that can offset some of the needs for comp. mit w/ DMS.
Since it's not compensatory mitigation to relocate a stream - if DOT uses Natural Stream Design elements - and the
relocation is successful (meaning stable and the plantings survive) -- and there is uplift demonstrated over time -- that
can decrease the amount of comp. mit. the Corps requires... however, if there is no uplift or the newly relocated stream
channel is a mess.. then more comp mit may be required at a later date.. it DOES allow for time to pass before that
determination is made.. so I guess we take a scientific guess at what will suffice.. and adjust it later w/ monitoring.. if
need be..
That's my limited understanding - I'm only on page 3... of 5.5.

Hello David !
I thought I would share w/ you .... I think I know what the log and rock structures are in the constructed Natural Channel
Design channel... I think it's constructed riffle and I think the dense willow thicket matting on the banks is facines or
thicket planting of willows..
I do have some questions about walls and dams and not planting near or on them - I guess that is for stability -
DOT Raleigh mentioned this project doesn't need it's modifications until January - it's a big mod though - and I think I'll
need to at least ask the two landowners that are affected by the proposed stream relocation..
I'll also need some help determining credit for the on-site NSD.. then the remainder goes to DMS... I'm going to re-read a
paper Monte wrote on the topic.. and I will coordinate in house here.. but I will also consult w/ you on how things are
normally done for Division 9.
So I'm going to suggest a little meeting for this ... but not sure when.. maybe early November (in a couple weeks type
thing).

Also, the prioritization of the permit delivery for the projects you have right now,
I-3819 permits by November 18th (IP)
I-5507 permits by December 3rd (GP)
U-2579B Smith Creek Modification - we need permits by January
