The City of Lowell (NCS000444) received an audit on October 30, 2019. This audit required much staff
time and attention, therefore, the 2019 Annual Report is still in progress at the moment. Overall the
audit went very well and we were informed that we would receive a Notice of Deficiency. Due to the
audit recency we have not received that letter at this time. The reason for a notice of deficiency was
described at the end of our audit. While we have made great strides in our public education and
involvement, it was noted that we can improve there. Precisely, that we need to transform our
outreach and public education to more of a specific audience with specific "Lowell" stormwater
concerns. We made several examples of ways to be more specific in the future and have already begun
our plans to address this in our BMP's. Our City owned facilities were also inspected and found to be
very organized and in a neat manner. In regards to a stormwater fee, DEQ staff is going to supply the
City of Lowell with a recommendation letter that we can present to the Lowell City Council. While there
has been monies in the general fund to get to where we are now, we all agreed that a stormwater fee is
needed. Our SWMP has been recently updated ahead of this audit and our intent is to obtain a new
permit when the time comes.
