Dear Sirs:
You have our approval, in accordance with the attached conditions, to impact wetlands or waters for the purpose of
reconstructing a boardwalk and platform at Goose Creek State Park, as you described in your application dated September
16, 1998. After reviewing your application, we have decided that this fill is covered by General Water Quality
Certification Number 3112. In addition, you should get any other federal, state or local permits before you go ahead with
your project including (but not limited to) Sediment and Erosion Control, Coastal Stormwater, Non-Discharge and Water
Supply Watershed regulations. Also this approval will expire when the accompanying 404 or CAMA permit expires
unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change your
project, you must notify us and you may be required to send us a new application for a new certification. If the property is
sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying
with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation
may be required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the conditions
listed in the attached certification.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must
act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to
Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh,
N.C. 276 1 1-7447. This certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section 401 of the Clean Water Act. If you

boardwalk and a 25' by 25' platfrom that was detroyed by Hurricane Fran in 1996.

Dear Mr. Moore:
The Division of Parks and Recreation is planning to replace a boardwalk at Goose
Creek State Park that was destroyed by Hurricane Fran in September 1996. We have
been working with David Gossett on this project, and the completed CAMA permit is
attached for your review. The new boardwalk will follow the original's alignment and
dimensions; it will be approximately 900 feet long, 6 feet wide, and 30 inches above
the ground. This boardwalk crosses a tidal freshwater marsh that is dominated by big
cordgrass, sawgrass, black needlerush, and cattail. Normal water level along the entire
boardwalk is typically less than 12 inches. The boardwalk will terminate at the
Pamlico River with an observation deck that is 25'x 25'. Normal water level for the
river at the observation deck location is between 12 and 24 inches.
The enclosed information includes construction details, scaled plats, and maps. The
package has been delivered to the park's waterfront neighbors, and the signed receipts
are attached. This project has been under development for some months, and our
fiscal officer has notified us that the $250.00 permit fee was paid well before we had
the completed drawings and permit ready to submit. Apparently there was some
confusion regarding the payment's timing, and I have attached documentation from
our fiscal officer showing the details of the transfer. Please give me a ring if you need
