Below is a response to each of your comments: 1. Plan Details a. Please show all stream impacts including all fill slopes, dissipaters, culverts and bank stabilization at 1 " = SO' on the site plan. Impact #1 proposes 70 LF of stream impact. Enclosed are cross sectional maps at a 1" _ 20' scale. b. Please provide cross section details showing the provisions for aquatic life passage. Enclosed are cross sections for all permanent wetland and stream impacts. c. Please show the footprint of the proposed house and driveway to lots number 1, 7, 41 as these lots do not appear buildable without additional wetland impacts. If additional impacts will be required, these impacts must be included in your project description and PCNform. The site plan has been redesigned so that all lots are buildable without additional wetland fill. Please see the revised site plan. d It is unclear if the impacts concerning the utilities are existing or proposed. Some areas within the wetlands to the north show impacts and some do not, please give additional information regarding these areas. A sewer line already exists within the sewer easement. Impact #2 shows where the subdivision will tie into this existing sewer line. This will be a temporary impact. e. Please describe whether the Corps of Engineers has determined if the existing ditch near lots 75, 76, 84, 90, and 91 is jurisdictional and subject to 404 Permitting. Lillette Granade of the Corps has determined that this finger is jurisdictional only to flag number 79. The wetland survey has been revised to label the ditch beyond this point to be non jurisdictional. f. Please discuss why the utility impact near lots 229 cannot be temporary impact rather than permanent fill. Impact #3 has been reduced from 0.21 acre to 0.05 acre and now only includes fill for the road crossings. g. Please discuss whether the wetland near lots 26-29 has any characteristics of a stream rather than a wetland. No stream channel was observed in this area either by Land Management Group or by Lillette Granade of the Corps. 2. Impact Justification This office believes that the impact labeled on the plans as #3 can be moved or reconfigured to avoid the impacts to the wetlands. Please revise the plans to avoid the impacts Impact #3 has been reduced from 0.21 acre to 0.05 acre and now only includes fill for the road crossings. I hope this answers all of your questions.
