Town of Yaupon Beach Page 2 9• PRO rECT DESCRIPTION 1 11 An expansion of 110,000 G.P.D. (gallons per day) is proposed for the Town of Yaupon Beach wastewater treatment facility. The original project was permitted in 1992 (State Permit #59-92) and included the wastewater collection system, force main, and 400,000 G.P.D. treatment facility. Subsequent problems with the infiltration basin resulted in a reduction of the permitted capacity of the plant to 180,000 G.P.D. The Town of Yaupon Beach is located on Oak Island, an elongated barrier island, oriented roughly east-west, along the Atlantic coastline in southeastern Brunswick County. The Town is bordered on the south by the Atlantic Ocean, on the west by the Town of Long Beach, on the east by the Town of Caswell Beach, and on the north by extensive salt marsh and the Atlantic Intracoastal Waterway. Oak Island is accessed solely by State highway 133 and the high rise Oak Island Bridge over the AIWW. The proposed project expansion is at the treatment facility site, located on the mainland side of the AIWW in Brunswick County. The 26.1 acres site is on Fish Factory Road (SR 1101) approximately a mile northeast of the Oak Island bridge. The site is bordered on the east by that portion of Dutchman Creek, that was created during the construction of the CP&L Brunswick Nuclear plant discharge canal, on the north by private property, on the south by a N. C. Wildlife boat ramp facility, and on the west by S. R. 1101 (Fish Factory Road) at the existing plant and by private property on the west side of the expansion site. Through the center of the property there is an area of coastal wetland marsh, several hundred feet wide, oriented along a small unnamed tributary of Dutchman Creek. This tributary and its associated marsh border separate the existing plant site and the proposed spray irrigation field site. The tidal marsh vegetation consists primarily of black needlerush (7u_ rein roemarianus) with narrow borders of Sp a S1rgIDiflQm along the veined pattern of the drainage system of the marsh. There are also several stands of sawgrass (Caldium sp.) along the edge of the marsh perimeter. As the run of creek widens, so do the adjacent borders of cordgrass, until Spanina altmiflQm is the predominate species where this tributary and tidal marsh intersect Dutchman Creek. Except for a narrow perimeter, all of the highground vegetation on the site off the existing treatment facility was removed during it's initial construction. Existing strictures include an office building, the treatment plant, the infiltration basin (300 ft. X 250 ft.), and subsurface drain file which encircles the infiltration basin on three sides. Vegetation on the proposed expansion site is predominately mature, planted pines and shrub understory. The waters in the project area are classified as SA by the N.C. Division of Water Quality, and are CLOSED to the taking of shellfish. They are not designated as primary nursery areas by the N.C. Division of Marine Fisheries. The Town proposes to expand their wastewater treatment plant capacity by constructing two spray irrigation areas. One at the existing plant site, between the existing infiltration basin and Dutchman Creek, and a larger area on the north side of the small intertidal creek and marsh which bisects the property. A force main from the existing plant would be installed within the right-of-way of Fish Factory Road to deliver wastewater effluent to the north irrigation field. The force main would be six (6) inches in diameter and total approximately 2550 feet in length. The proposed spray irrigation for the northern tract would be 500 feet long and 350 feet wide, with 8 main lines. The field proposed for the existing plant site would be L-shaped, 400 feet long by 60 feet wide, turning to 200 feet long by 120 feet wide. In addition to the irrigation areas, a wet weather storage pond and a 5-day upset pond are also proposed at the existing plant site. The 5-day upset pond would function to provide storage area for effluent which for. some reason did not -receive complete. treatment. Copies of letters to adjacent property owners DIVISION- OF COAST=,L ttiril NAGEMENT As constructed, the rapid infiltration basin at the existing Yaupon Beach Wastewater Treatment Facility will not be able to provide the full anticipated capacity of 400,000 gallons per day (gpd) as originally permitted. The proposed improvements were designed to provide additional effluent disposal capacity to match the treatment capacity and to provide for the future growth of the Town. The existing infiltration basin has been rated at a capacity of 180,000 gpd. The proposed project provides for irrigation areas to provide additional effluent disposal capacity of 110,000 gpd. In addition to the irrigation areas, a wet weather storage pond and a 5-day upset pond will be added as required by the Division of Water Quality for water reuse facilities. The two ponds will be located adjacent to the existing facilities. Part of the irrigation area will be adjacent to the existing facilities and the remainder will be north of the existing plant. A force main from the existing plant to the north field will follow the right of way of Fish Factory Road. The pipe will cross over the culvert at the adjacent marsh without disturbing the marsh or creek. The construction of the ponds will be by a grading contractor. Soils from the pond areas will be used to construct the embankments. The top of the pond banks will be at the same level as the existing infiltration basin. The irrigation field piping will be installed by Town forces. The trees on the north site will not be cleared to install the irrigation pipes. The pipes will be installed between rows of trees. Mr. Bob Stroud July 21, 1998 Page 2 Once the improvements are installed, the plant operator will be able to apply effluent to the irrigation fields as well as the infiltration basin. In the fall when the summer season flows subside, the infiltration basin will be shut down and allowed to dry out so that it can be maintained over the winter and early spring. Maintenance will consist of the removal of dried fine solids from the basin bottom and repair of any erosion on the inside bank slopes. During the time that the basin is out of service, all effluent will be irrigated on the two irrigation fields. The fields have sufficient capacity for the off season flow. Once the basin has been cleaned, it can be placed back into service for the heavy summer season flows. During the summer months, part of the flow will be applied to the basin and the remainder to the irrigation fields. Maintenance of the irrigation field on the existing plant site will consist of grass mowing. Maintenance of the north irrigation site will consist of periodic mowing between the trees to keep broadleaf undergrowth down. A meter for continuous monitoring of effluent turbidity will be installed at the existing plant. If high turbidity levels are detected, all irrigation will cease, a valve to the storage pond will be closed and effluent flow will be directed to the 5-day upset pond. Once proper treatment is restored, normal operation will resume. Effluent in the 5-day upset pond will be pumped back through the plant for retreatment. (NC 133). According to the adopted CAMA Land Use Plan this area is classed as Urban Transition. The category is "...intended to provide for future intensive urban develop- ment....". Details of the Urban Transition land classification may be found in Section 3.3.2 of Brunswick County's 1993 CAMA Land Use Plan Up- date. It my opinion therefore that such as use as a Waste Water Treatment Plant are a permitted use according to that land classification. I trust that this information will be of use to you. PROJECT SUACY[ARY: The applicants propose an expansion to the Town's wastewater treatment facilities with spray irrigation fields. Town of Yaupon Beach Page 2 9. PROTECT DESCRIPTION An expansion of 110,000 G.P.D. (gallons per day) is proposed for the Town of Yaupon Beach wastewater treatment facility. The original project was permitted in 1992 (State Permit #59-92) and included the wastewater collection system, force main, and 400,000 G.P.D. treatment facility. Subsequent problems with the infiltration basin resulted in a reduction of the permitted capacity of the plant to 180,000 G.P.D. The Town of Yaupon Beach is located on Oak Island, an elongated barrier island, oriented roughly east-west, along the Atlantic coastline in southeastern Brunswick County. The Town is bordered on the south by the Atlantic Ocean, on the west by the Town of Long Beach, on the east by the Town of Caswell Beach, and on the north by extensive salt marsh and the Atlantic Intracoastal Waterway. Oak Island is accessed solely by State highway 133 and the high rise Oak Island Bridge over the AIWW. The proposed project expansion is at the treatment facility site, located on the mainland side of the AIWW in Brunswick County. The 26.1 acres site is on Fish Factory Road (SR 1101) approximately a mile northeast of the Oak Island bridge. The site is bordered on the east by that portion of Dutchman Creek, that was created during the construction of the CP&L Brunswick Nuclear plant discharge canal, on the north by private property, on the south by a N.C. Wildlife boat ramp facility, and on the west by S. R. 1101 (Fish Factory Road) at the existing plant and by private property on the west side of the expansion site. Through the center of the property there is an area of coastal wetland marsh, several hundred feet wide, oriented along a small unnamed tributary of Dutchman Creek. This tributary and its associated marsh border separate the existing plant site and the proposed spray irrigation field site.The tidal marsh vegetation consists primarily of black needlerush (ju = toemarianus) with narrow borders of Spartina altemiflQra along the veined pattern of the drainage system of the marsh. There are also several stands of sawgrass (Caldium sp.) along the edge of the marsh perimeter. As the run of creek widens, so do the adjacent borders of cordgrass, until Spartina alterniflora is the predominate species where this tributary and tidal marsh intersect Dutchman Creek. Except for a narrow perimeter, all of the highground vegetation on the site off the existing treatment facility was removed during it's initial construction. Existing structures include an office building, the treatment plant, the infiltration basin (300 ft. X 250 ft.), and subsurface drain tile which encircles the infiltration basin on three sides. Vegetation on the proposed expansion site is predominately mature, planted pines and shrub understory. The waters in the project area are classified as SA by the N.C. Division of Water Quality, and are CLOSED to the taking of shellfish. They are not designated as primary nursery areas by the N.C. Division of Marine Fisheries. The Town proposes to expand their wastewater treatment plant capacity by constructing two spray irrigation areas. One at the existing plant site, between the existing infiltration basin and Dutchman Creek, and a larger area on the north side of the small intertidal creek and marsh which bisects the property. A force main from the existing plant would be installed within the right-of-way of Fish Factory Road to deliver wastewater effluent to the north irrigation field. The force main would be six (6) inches in diameter and total approximately 2550 feet in length. The proposed spray irrigation for the northern tract would be 500 feet long and 350 feet wide, with 8 main lines. The field proposed for the existing plant site would be L-shaped, 400 feet long by 60 feet wide, turning to 200 feet long by 120 feet wide. In addition to the irrigation areas, a wet weather storage pond and a 5-day upset pond are also proposed at the existing plant site. The 5-day upset pond would function to provide storage area for effluent which for some reason did not receive complete treatment. No dimensions or design specifications of the Page 3 Town of Yaupon Beach proposed wastewater treatment plant improvements have been provided with this application, however, the applicant does provide a letter from the NC Division of Water (duality, that the Preliminary Engineering Report has been approved 10. ANTICIPATED DAPACTS The proposed project would create approximately 113,256 square feet of highground soil disturbance from the construction of the two new wastewater storage ponds. There would be an additional 20,850 square feet of disturbed area resulting from the trenching installation of the force main and irrigation field pipes. An additional 110,000 gallons/day, or a total of 290,000 gallons/day of wastewater could be processed at the treatment facility.The proposed expansion would provide wastewater disposal and promote development of areas outside of the Town limits of Yaupon Beach, both on the mainland and the adjacent municipalities of Caswell and Long Beaches. Copies of letters to adjacent property owners DIVISION OF COASTAL MANAGEMENT As constructed, the rapid infiltration basin at the existing Yaupon Beach Wastewater Treatment Facility will not be able to provide the full anticipated capacity of 400,000 gallons per day (gpd) as originally permitted. The proposed improvements were designed to provide additional effluent disposal capacity to match the treatment capacity and to provide for the future growth of the Town. The existing infiltration basin has been rated at a capacity of 180,000 gpd. The proposed project provides for irrigation areas to provide additional effluent disposal capacity of 110,000 gpd. In addition to the irrigation areas, a wet weather storage pond and a 5-day upset pond will be added as required by the Division of Water Quality for water reuse facilities. The two ponds will be located adjacent to the existing facilities. Part of the irrigation area will be adjacent to the existing facilities and the remainder will be north of the existing plant. A force main from the existing plant to the north field will follow the right of way of Fish Factory Road. The pipe will cross over the culvert at the adjacent marsh without disturbing the marsh or creek. The construction of the ponds will be by a grading contractor. Soils from the pond areas will be used to construct the embankments. The top of the pond banks will be at the same level as the existing infiltration basin. The irrigation field piping will be installed by Town forces. The trees on the north site will not be cleared to install the irrigation pipes. The pipes will be installed between rows of trees. Mr. Bob Stroud July 21, 1998 Page 2 Once the improvements are installed, the plant operator will be able to apply effluent to the irrigation fields as well as the infiltration basin. In the fall when the summer season flows subside, the infiltration basin will be shut down and allowed to dry out so that it can be maintained over the winter and early spring. Maintenance will consist of the removal of dried fine solids from the basin bottom and repair of any erosion on the inside bank slopes. During the time that the basin is out of service, all effluent will be irrigated on the two irrigation fields. The fields have sufficient capacity for the off season flow. Once the basin has been cleaned, it can be placed back into service for the heavy summer season flows. During the summer months, part of the flow will be applied to the basin and the remainder to the irrigation fields. Maintenance of the irrigation field on the existing plant site will consist of grass mowing. Maintenance of the north irrigation site will consist of periodic mowing between the trees to keep broadleaf undergrowth down. A meter for continuous monitoring of effluent turbidity will be installed at the existing plant. If high turbidity levels are detected, all irrigation will cease, a valve to the storage pond will be closed and effluent flow will be directed to the 5-day upset pond. Once proper treatment is restored, normal operation will resume. Effluent in the 5-day upset pond will be pumped back through the plant for retreatment.
