PROJECT SUMMARY: The applicants propose to build access gangways for the existing boat ramp and a small dock on either side of the ramp. Also proposed is a 16' x 16' gazebo on high ground. 'Island Oaks Homeowners' Association Page Two 9. PROJECT DESCRIPTION Island Oaks Subdivision is located off of Highway 50 in Surf City, Pender County. As you may note from the narrative description, the subdivision was platted in 1987. It has 88 lots; some of these lots border a small narrow canal connected to Topsail Sound. A recreational common area has been preserved for use by all of the residents within the subdivision. This common area is approximately 193' wide by 152' deep and borders the canal. Presently the only community amenity that has been developed is a concrete boat ramp. Other water-dependent amenities are herein being proposed. The existing common area is presently stabilized by lawn grasses. There is a berm between the high ground and the water. This was probably created at some time in the past when the canal was dredged. The berm is a prevalent feature throughout this subdivision. Along the sides of the boat ramp and immediately waterward of the berm is a thin fringe of Spartina alte iflora marsh. No portion of this marsh grass is over 5' wide. The canal is approximately 30' wide, as determined by the applicant. The proposed dock structures would not exceed the 1/4 (one fourth) width restriction in the current pier rules. The applicants are proposing 3' wide gangways paralleling the existing boat ramp. The purpose of the gangways is to make boat trailering and access easier. Also proposed is a 6' x 32' dock on the south side of the ramp and a 6' x 16' dock on the north side of the ramp. These docks are designed to extend 2' over the high ground berm and 4' over the water, as depicted on the plan drawing. The applicant denotes three boats on the plans. It is this writers understanding that this is temporary dockage for loading and unloading boats. A 16' x 16' gazebo is planned for the high ground common area, landward of the existing ramp. The waters of Topsail Sound in this area have been classified as SA by the Division of Water Quality and are open to the taking of shellfish as determined by the Shellfish Sanitation Branch. 10. ANTICIPATED EMPACTS Approximately 200 square feet of public trust waters and low marsh would be shaded as a result of the dock construction. About 400 square feet of high ground would be disturbed as a result of the gangway and gazebo construction. No dredging is anticipated in conjunction with this project. There would be no known impacts to navigation. Should the permit be issued and the project built, potentially three boat slips would result. Janet M. It has 88 lots. Some of these lots border a narrow canal off Topsail Sound. The Homeowners' Association has control over an open space commons area bordering part of the canal. There is currently a concrete boat ramp on this area that was installed in 1987. This application seeks authorization to add 3' X 28' gangways alongside the ramp and a day-dock 6' X 32' on the left side and a day-dock 6' X 16" on the right side. A 16' X 16" gazebo is proposed for the commons on the land but not connected to the docks.
