Dear Jeanette Powel and members of the State:
In the past year, Statesville has made record achievements that will now allow the City to meet several
milestones of the permit effectively, and to better improve water quality. In this reporting year, these
milestones include, but are not limited to:
• City Council adopted a stormwater utility fee in September 2018 to become effective July 1st,
2019. This utility fee is paramount to the implementation of the City’s Stormwater Program;
• The Stormwater Program has appeared in newspaper articles at least three times during this
reporting period, discussing the importance of a stormwater utility fee, stormwater issues,
and what will be covered by the new fee.
• Public Works Director Derek Slocum aired on a television show in 2018 discussing the
importance of stormwater quality.
• February 2019, two brochures were created and printed, highlighting the new stormwater fee
along with the importance of stormwater, the issues with pollution, and numerous tips to help
keep our waters clean. Approximately 250 were printed and distributed.
o In March and again in June, approximately 25,892 of these were mailed out to all city
utility customers as an insert to their utility bill.
• In April 2019, three stormwater management/utility public education meetings were held to
discuss the new stormwater permit and utility fee, the need for the fee and how to best keep
our waters clean.
• The adoption of a Post-Construction Stormwater Ordinance in May, which became effective
July 1st; and an Illicit Discharge Detection and Elimination Ordinance has begun review with the
Stormwater Advisory Commission;
• On June 26, 2019, the City released a press release regarding the new stormwater utility, the
three-year stormwater utility feasibility study that was conducted, and the impact of
impervious surfaces and pollutants on the City’s waterways.
• Stormwater educational materials and promotional items were purchased and distributed to
the public, including: 500-CoS Stormwater engineering tablets, 50-CoS Stormwater umbrellas,
5000-CoS Stormwater pencils, 2000-CoS Stormwater pens, and approximately 250 educational
fliers; and
• City Staff met with twenty business owners with the largest impervious surface areas.
Considering that July 1st, 2019 was the start of a consistent revenue source from a stormwater
enterprise fund, we are optimistic of what the City can accomplish in the remaining two years of the
City’s permit cycle.
Furthermore, since the reporting timeframe has ended, Statesville has hired a Stormwater Program
Manager and has commenced interviewing for additional stormwater staff. Vital steps have been
made recently to progress the stormwater program, and we are excited about the upcoming months
as the Stormwater Program will begin to unfurl and take shape.
