Dear Mr. Becker:
On September 23, 2019, Cheng Zhang of the Raleigh Regional Office (RRO) conducted a
Compliance Evaluation Inspection at the subject facility. The assistance provided by Mr. Steven
Johnson, was greatly appreciated. The inspection report is attached. Findings during the
inspection were as follows:
1. Hopson Downs Subdivision - Well # 4 is permitted to discharge filter backwash
waste water from Outfall 001 into an unnamed tributary to Basal Creek, classified B
NSW waters in the Neuse River Basin.
2. Wastewater generated from filter backwashing is stored in two 5000-gallon holding
tanks. Sludge settled at the bottom of the tanks is moved into a 5400-gallon sludge
holding tank, and hauled away by Granville Farms periodically. Supernatant from the
two holding tanks is pumped through a bag filter and mixed with untreated well
water. Backwash water has not been discharged to surface waters since the last
inspection.
