Permit NCO088889 Wake County Dear Mr. Becker: On Thursday, October 24, 2019, Vanessa Manuel of the Raleigh Regional Office conducted a compliance evaluation inspection of the treatment facilities located at Hopson Downs Subdivision Well #4. The purpose of this inspection was to ensure compliance with the subject NPDES permit. During the inspection, the presence and cooperation of Steven Johnson were helpful and appreciated. The Hopson Downs Subdivision Well #4 water treatment plant is located at 5708 Spence Farm Road in Holly Springs, North Carolina. The facility is a Grade I Physical,'Chemical Water Pollution Control System that treats groundwater in support of potable -water production. Through NPDES permit NC0088889, Aqua North Carolina, Inc., hereinafter referred to as Aqua, is authorized to discharge the treated wastewater through outfall 001 to receiving waters designated as an unnamed tributary to Basal Creek, a waterbody currently classified as B Nutrient Sensitive Waters within the Neuse River Basin. This NPDES compliance evaluation inspection consisted of the following: • Review of the NPDES permit; • Review of the owner/facility information; • Review of September 2017 — August 2019 monitoring data; • On -site inspection of the wastewater treatment units; and • On -site inspection of the discharge outfall. The current NPDES permit is effective from September 1, 2018 until April 30, 2023, and is subject to specific conditions, limits and monitoring requirements. Aqua operates a 100% recycle system where discharge to surface waters shall occur only during extraordinary circumstances. The self -monitoring reports submitted and reviewed for this inspection reflect no discharge from the treatment system to surface waters. The rule also requires the owner to submit a signed completed "Water Pollution Control System Operator Designation Norm" to the Commission countersigned by the designated certified operators within 120 calendar days following a vacancy in the position of ORC or Backup ORC. In the Division's data system, the designated Backup ORCs for Hopson Downs Subdivision Well #4 are Shelby D. Cheek and Christopher L. Weaver. The Division's data system does not reflect a designated ORC for the subject facility. Please complete the attached WPCS Operator Designation Form and submit it to the Division designating an ORC far the subject facility. The overall conditions of the treatment components inspected were compliant with the NPDES permit. We appreciate Aqua's efforts to maintain a compliant wastewater treatment system.
