You have our approval, to install a sewer line as you described in your application dated July 30,
1998. After reviewing your application, we have decided that this project is covered by the Neuse River
buffer rules (15A NCAC 2B .0233). In addition, you should get any other federal, state or local permits
before you go ahead with your project including (but not limited to) Sediment and Erosion Control, Coastal
Stormwater, Non-Discharge and Water Supply Watershed regulations.
This approval is only valid for the purpose and design that you described in your application. If
you change your project, you must notify us and send us a new application. If the property is sold, the new
owner must be given a copy of this approval letter and is thereby responsible for complying with all
conditions.
If you do not accept any of the conditions of this approval, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a
written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, P.O. Box 27447, Raleigh, NC 276 1 1-7447. This approval and its conditions are
final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under the Neuse River buffer

On June 18, 1998, I met with Mr. Lester Stancil and conducted a site visit of the
property involved in the above referenced project. It was determined as a result of the site
visit that there a no water bodies on the subdivision site that require riparian protection
under the Neuse River Basin: Nutrient Sensitive Waters Management Strategy; Protection
and Maintenance of Existing Riparian Areas, Administrative Code T15A:02B.0233.
According to the information provided by Mr. Stancil, the subject development will
require a sewer easement that will infringe upon portions of water bodies that are off-site
of the subdivision but subject to protection. Attached you will find his request for the
sewer easement and if you have any questions please contact. Mr. Stancil can be contacted
at 639-2133.

Dear Mr. Schuster:
As per my meeting with Mi. Steve MiLchell of your office this date al the above
referenced tract, we found there were no streams that required Neuse River Stream
Buffers on site.
However, along the proposed 20 ft. Sanitary- SeN e r Easement on the southern
portion of the tract out to S.R. 2Ih5, it became evident that buffers may be required on
the highlighted portion shown on enclosed plat. In that we are crossing adjoining
properties that are still being; farmed, it is necessary- to locate the easement as close to
the stream as feasible.
We are proposing to maintain a distance of 40 feet from the stream with the
centerline of the sewer line which will provide a total of 50 feet consisting of d 20'
Sanitary Sewer Easement and a 30 foot undisturbed buffer within the highlighted
portion of the edsement shown.
Enclosed are copies of the proposed subdivision and the proposed 20 ft. Sanitary
Sewer Easement. If you have any questions or if I can be of further assistance, please
