Hi Olivia and Brena -
Attached is Arcadis' response to your comments on the Birch Creek Sewer Improvements PCN and a photolog from our
initial site investigations for the Greensboro Burrowing Crayfish.
In regards to the Greensboro Burrowing Crayfish, what would be the next steps after preliminary site inspections?
Please let me know if any further action is required to satisfy the NCWRC concerns.
Thanks,

The following is a collection of representative photos from the Birch Creek Sewer Project area during initial site
investigations on October 17 and October 18, 2019. The purpose of the site visits was to look for potential
indicators of the Greensboro Burrowing Crayfish. The overall stream area along both Tributary 5 and Tributary
6 to Little Alamance Creek are very similar with a few exceptions. Looking specifically for holes 1" — 3" in
diameter along the bank was difficult as there were many covering the banks from the water surface up to the
top of the bank (3 to 4 ft high). Some tracks were spotted in the sand both under the water and on sandbars —
we are unclear if they could have been made by crayfish, minnows or other wildlife. See the Birch Creek
Sewer General Area of Photos figure for highlighted approximate locations where photos were taken.

Pre -Construction Notification for the Birch Creek Sewer Improvements Phase I & II,
Greensboro, Guilford County, North Carolina. DEQ No. 2019283 WATER
Dear Ms. Munzer:
In response to your "NCWRC Comments — Birch Creek Sewer Improv PCN —
Guilford" letter dated October 14, 2019, we have reviewed your comments and
have provided responses below, following the order shown on Page 2 of your
letter.
1. Arcadis has performed a preliminary site inspection looking for potential
indicators of the Greensboro burrowing crayfish. A brief report and
photos from the site visit are included with this submittal. Brena Jones
will be notified as well.
2. With regard to the preferred 100-foot setback and 50-foot setback for
perennial and intermittent streams, respectively, and wetlands: In close
coordination with NCDEQ-DWR we have attempted to provide as much
stream/buffer set -back as possible for this utility construction. Along most
of its length we are outside the Zone 1 30-foot Jordan Lake riparian
buffer for tributaries to Little Alamance Creek. However, because the
gravity sewer will connect between an existing manhole and the Lift
Station being abandoned, the sewer must be at elevations able to
connect at both these locations. Furthermore, the sewer line needs to be
constructed at an elevation to accept incoming collector sewers
connecting from both sides of the stream which requires that the sewer
remain as close as possible to the stream alignment for those
connections to be feasible. Therefore, the sewer alignment needs to
remain fairly close to the creek as shown to avoid excessive sewer
depths and associated construction clearing (i.e. the deeper the sewer,
the wider the easements, and more clearing and environmental impacts).

3. Open trenching is considered the only viable option for some stream crossings. Riprap will be
used at permanent maintenance crossings, due to erosive forces of the stream, as shown on the
drawing details, with the riprap surface at an elevation at or below the stream bed and at or below
the normal high-water mark. Work will be completed in the dry using sandbagging and pump
around as needed.
4. Stream crossings were designed to be perpendicular or near perpendicular to stream flow, as
allowable by site conditions. The City of Greensboro continually maintains and operates their
sewer system and will routinely monitor the sewer route with emphasis on the first 24 months of
operation.
5. Our details (Sheet MD-5) for temporary and permanent wetland seeding state that fertilizer will
only be used when soil testing shows that it is necessary and approved by Engineer/Owner.
6. Our project specifications (Section 01 57 05 temporary Controls) note these requirements for
pollution prevention.
7. Only tree removal that is necessary to provide sufficient construction width is allowed by/shown
on the drawings. The expected construction schedule calls for clearing to begin approximately in
January 2021 and conclude soon thereafter. Corridor maintenance will need to be performed
throughout the year, since the workforces required operate throughout the mowing season to
maintain hundreds of miles of utility line corridor across the City; limiting easement maintenance
to April -October with the available resources is infeasible.
8. Native species for revegetation is prescribed by the project specifications (Section 32 92 00 lawns
and meadows).
9. Our project specifications (Section 01 57 05 temporary Controls) note these requirements for
sediment and erosion control.
Sincerely,
Arcadis G&M of North Carolina, Inc.
