PROJECT SUMMARY: The applicant proposes to construct an ocean fishing pier and associated pier house. Yuzo Ito/Fishermen's Pier Page 2 9. PROJECT DESCRIPTION The property is located adjacent to the Atlantic Ocean, at 103 Carolina Beach Avenue South, in Carolina Beach. This property is the southern most lot in the "Boardwalk" commercial area of Carolina Beach. The property is 72 feet wide and 89.5 feet in depth from Carolina Beach Avenue South toward the beach. The lot is currently vacant and undeveloped. There is approximately 66 feet of vegetated dunes on the waterward side (north) of the property. Vegetation consists primarily of Sea Oats, Yucca, and other dune grasses. Although the lot is landward, the majority of these dunes and the unvegetated beach area are within the project limits of the federal beach renourishment project. As shown in the submitted photograph, historically, there has been an ocean fishing pier at this site. The previous structure was severely damaged by storms in the late 1960's or early 1970's, and eventually demolished. The Atlantic Ocean is classified as SB, by the NC Division of Water Quality, and is OPEN to the harvest of shellfish. The Long Term Average Annual Shoreline Change Rate is 2 feet per year, as designated by the NC Division of Coastal Management in the 1992 update. The a • licant proposes to construct a three story, elevated pier house landward of the erosion setback line for anent structures. The pier house would be located in the southwest corner of the property and it's footprint _dimensions would be 51 feet by 44 feet. The first floor would be a ticket and sales area, the second floor would be a restaurant, and the third floor would be offices. The facility would be accessed from the street by a wooden ramp, 44 feet long and 16 feet wide, to an open detached deck, 67 feet wide by 40 feet in depth, on the ocean side of the pier house. The second floor deck would be reduced to 51 feet by 12 feet, and the third floor deck would be 51 feet by 5 feet, and would be cantilevered from the building. The first and second level decks would be open and structurally independent of the pier house. This is a change from the original design shown in the side view application drawing (sheet 5 of 7), which shows the decks under roof. The first level deck would taper to a twenty (20) feet width for the pier which would extend across the dunes and beach area and into the Atlantic Ocean 1145 feet, terminating in a T- shaped platform, 53 feet long and 20 feet wide. The overall pier structure would be 1165 feet in length. The water depth at the end of the pier is approximately -25' at mean low water. The structure would be elevated approximately 24' above mean high water. 10. ANTICIPATED IMPACTS The project as proposed will incorporate approximately 23,160 square feet of Public Trust Area. Access along the beach should not be impeded by this structure. Ocean fishing piers are minimal in numbers, and they provide an entertainment function not met in other ways. Submitted by: E.F. PROTECT DESCRIPTION The property is located adjacent to the Atlantic Ocean, at 103 Carolina Beach Avenue South, in Carolina Beach. This property is the southern most lot in the "Boardwalk" commercial area of Carolina Beach. The property is 72 feet wide and 89.5 feet in depth from Carolina Beach Avenue South toward the beach. The lot is currently vacant and undeveloped. There is approximately 66 feet of vegetated dunes on the waterward side (north) of the property. Vegetation consists primarily of Sea Oats, Yucca, and other dune grasses. Although the lot is landward, the majority of these dunes and the unvegetated beach area are within the project limits of the federal beach renourishment project. As shown in the submitted photograph, historically, there has been an ocean fishing pier at this site. The previous structure was severely damaged: by storms in the late 1960's or early 1970's, and eventually demolished. The Atlantic Ocean is classified as SB, by the NC Division of Water Quality, and is OPEN to the harvest of shellfish. The Long Term Average Annual Shoreline Change Rate is 2 feet per year, as designated by the NC Division of Coastal Management in the 1992 update. The applicant proposes to construct a three story, elevated pier house landward of the erosion setback line for permanent structures. The pier house would be located in the southwest corner of the property and it's footprint dimensions would be 51 feet by 44 feet. The first floor would be a ticket and sales area, the second floor would be a restaurant, and the third floor would be offices. The facility would be accessed from the street by a wooden ramp, 44 feet long and 16 feet wide, to an open detached deck, 67 feet wide by 40 feet in depth, on the ocean side of the pier house. The second floor deck would be reduced to 51 feet by 12 feet, and the third floor deck would be 51 feet by 5 feet, and would be cantilevered from the building. The first and second level decks would be open and structurally independent of the pier house. This is a change from the original design shown in the side view application drawing (sheet 5 of 7), which shows the decks under roof. The first level deck would taper to a twenty (20) feet width for the pier which would extend across the dunes and beach area and into the Atlantic Ocean 1145 feet, terminating in a T- shaped platform, 53 feet long and 20 feet wide. The overall pier structure would be 1165 feet in length. The water depth at the end of the pier is approximately -25' at mean low water. The structure would be elevated approximately 24' above mean high water. 10. ANTICIPATED IMPACTS The project as proposed will incorporate approximately 23,160 square feet of Public Trust Area. Access along the beach should not be impeded by this structure. Ocean fishing piers are minimal in numbers, and they provide an entertainment function not met in other ways. Submitted by: E.F.
