Explain the purpose of the proposed project,* The improvements at the intersection of Royal Avenue and Central Heights Road at Berkeley Boulevard in Goldsboro by relocating Central Heights Road from the south side to the north side of the railroad will align Royal Avenue and Central Heights Road with the existing Berkeley Boulevard/Royal Avenue intersection which will improve mobility and safety by reducing driver confusion. However this improvement eliminates an at grade railroad crossing which would force businesses and residents south of the tracks that currently use Oak Forest Road and Central Heights Road to access US 13 to use US 70 to access US 13. Therefore the second part of this project of extending Fallin Boulevard across Central Heights Road to North Oak Forest Road will include a new at -grade railroad crossing, which will replace the existing at -grade railroad crossing being closed with the relocation of Central Heights Road thus reestablishing another connection point to US 13. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* This project proposes to improve the intersection of Royal Avenue and Central Heights Road at Berkeley Boulevard in Goldsboro by relocating Central Heights Road from the south side to the north side of the railroad to align with the existing Berkeley Boulevard/Royal) Avenue intersection. This intersection will also receive signal upgrades. Existing pavement south of the railroad on Central Heights Road will be removed, and a new 0.3-mile long service road off Berkeley Boulevard will be added to maintain access to property along the existing portions of Central Heights Road. Royal Avenue will also be widened and shifted north. Berkeley Boulevard is proposed to be improved with an added variable width concrete median between the US 70 northbound ramps and the Norfolk Southern railroad as well as a right turn lane to the northbound US 70 on ramp. This proposed project also includes extending Fallin Boulevard across Central Heights Road to North Oak Forest Road. This extension will include a newat-grade railroad crossing, which will replace the existing at -grade railroad crossing being closed with the relocation of Central Heights Road. The Fallin Boulevard extension will cross Billy Bud Creek, a FEMA regulated stream, with a proposed box culvert. 4j. Please upload project drawings for the proposed project. 5. Although portions of Long Branch, Billy Branch, and Billy Bud Creek cross the FLUSA, public policy governing the FLUSA is very restrictive, and there are growth management provisions in place to protect these resources. However, the potential for degradation of water quality still emsts through erosion and stream sedimentation. Any direct natural environmental impacts by NCDOT projects would be addressed by avoidance, minimization, or mitigation, consistent with programmatic agreements with the natural resource agencies during the Merger and Permitting processes. 4. There are 3 aquatic species listed and Red Cockaded Woodpecker. None of the streams in this project have suitable habitat for these 3 species as all 3 crossing impacted by this project are very small streams with little to no flow. They are basically just farm ditches full of aquatic vegetation with very little free flowing water. As for RCW's, there was no habitat for RCWs affected by this project.
