wetlands on his property to provide water access for a planned subdivision. Walkway/pier is to be 4' x
250' with a 16' x 16' platform to be constructed a maximum distance of 21' from NWL in Public Trust
Area and Estuarine Waters.

Raymon's Creek Land Company, LLC owns a 28 acre undeveloped tract located at the
end of SR 1112, Shiloh Township, Camden County, North Carolina and adjacent to the
Pasquotank River. The property consists mostly of wooded upland with a wooded wetland
fringe along the Pasquotank River, along the western property line and along a portion of the
eastern property line. The upland portion is vegetated with loblolly pine, red maple, sweet
gum and pin oak and the wooded wetland fringe, which averages 200 feet in width along the
shoreline is vegetated mostly with bald cypress and sweet gum. The upland elevation averages
+4 ft. and the wooded wetland elevation averages 0 ft. at normal water level (NWL) and is
mostly flooded. The adjacent properties are undeveloped and have similar characteristics.
The waters of the Pasquotank River in this area are classified as SC by the Division of
Environmental Management and are undesignated for shellfish taking by the Shellfish
Sanitation Branch.
The applicant has a platted 11 lot subdivision with an unnumbered lot designated as
common land for community use planned for the property.
In order to provide water access for the interior lots of the planned subdivision, the
applicant proposes to construct a 4' x 250' walkway/pier with a 16' x 16' platform at the
waterward end. The proposed access structure will be constructed on the unnumbered lot
dedicated for common use. Approximately 245' of the walkway/pier length will be
constructed through the wooded wetland area adjacent to the Pasquotank River and
approximately 5' of the pier/walkway will be constructed over the Pasquotank River. The
proposed structure will extend 21 ft. into the Pasquotank River and beyond the NWL. The
total structure length will be 266 ft.
The.proposed pier and platform will shade 276 sq. ft. of Public Trust Area and Estuarine
Waters, Areas of Environmental Concern (AECs), and 300 sq. ft. of Estuarine Shoreline
AEC. The amount of shading in the wooded wetland will be 980 sq. ft. which includes the
Estuarine Shoreline shaded area. Water turbidity will temporarily increase during
construction.

The Washington Regional office received the completed
Stormwater Application for the subject project on September 29,
1997. Staff review of the plans and specifications has determined
that the project, as proposed, will comply with the stormwater
Regulations set forth in Title 15A NCAC 2H.1000. We are forwarling
Permit No. SW7970920 dated November 19, 1997 to Raymons Creek Land
Co., LLC.
This permit shall be effective from the date of issuance until
rescinded and shall be subject to the conditions and limitations as
specified therain.
If any parts, requirements, or limitations contained in this
permit are unacceptable, you have the right to request an
adjudicatory hearing upon written request within thirty (30) days
following receipt of this permit. This request must be in the form
of a written petition, conforming to chapter 1508 of the North
Carolina General Statutes, and filed with the office of

LANDS SITUATED IN SHILOH TOWNSHIP, CAMDEN, NC
Beginning at a point adjacent to the northern shore of the Pasquotank River and
the southeastern margin of lands previously conveyed by the Sellers herein to the Buyers
herein, which beginning point is also the centerline of a slough running into the
Pasquotank River; thence from said beginning point, following the shoreline of the
Pasquotank River in a general southeasterly direction to a a point where said river
intersects with a tributary known as Raymond's Creek, cornering; thence following the
shoreline of Raymond's Creek in a generally northerly direction until it intersects with
lands formerly owned by Elijah Hughes; cornering, thence leaving the shoreline and
continuing in a westerly direction along the southern margin of said Hughes lands to a
point situated at the headwaters of the previously mentioned slough, cornering; thence
following the centerline of said slough in a southerly direction to the point and place of
beginning. Also conveyed are all riparian rights associated with said lands.
For a greater certainty of description reference is made to a certain plat recorded at
Plat Cabinet 2, Slide 79-B, Camden Registry, entitled in part, "Land Surveyed for George
Jackson", dated June 20, 1995, prepared by Henry Cuningham. The instant parcel is
depicted thereon as the "Option Parcel", containing 60.69 acres, which description is
incorporated herein by reference.
Excepted from the conveyance, however, are the following two tracts:

Beginning at an iron pipe situated in the center line of an easement serving the
property herein conveyed, which beginning point is also situated on the eastern border of
lands owned by the Raymon's Creek Land Company, LLC; thence from said beginning
point North 22 degrees 02 minutes 1 l seconds East 583.07 feet to an existing iron pin at
the intersection of the lands herein conveyed and lands now or formerly owned by Charlie
Hughes, cornering; thence following the Hughes line South 76 degrees 02 minutes 29

381.45 feet to a point, thence South 30 degrees 35-minutes East 255.0 feet to a point;
