Dear Mr. Reuscher:
The Pretreatment, Emergency Response and Collection Systems (PERCS) Unit of the Division of
Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) renewal submitted
by the City of Shelby for the following Significant Industrial User (SIU). This IUP was received by
the Division on September 23, 2019. Additional information was requested and was received on
October 25, 2019.

The review indicates that with the following observation, the IUP is adequate and the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii) are met. The allocation
table, maintained in the Division's database, has been updated accordingly.
For future pollutant checklist, please have the SIU fill out whether certain parameters are actually
in the facility by going over the raw materials or products they use in the facility. If checked
present in the facility, run a test to confirm whether those are present in the discharge.
Federal and State pretreatment regulations require that the local delegated pretreatment
program effectively control and document the discharge of wastewater from Significant and
Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these
objectives are consistently met.
