Dear Mr. Calchvell:
On July S. 1996 the Division of Water Quality issued NPDES Permit No. NC0023965 to the City of
Wilmington for their Northside Wastewater Treatment Plant. A review of the permit file has indicated that an error
was inadvertently made in the permit. Accordingly. mve are forwarding herewith modifications to the subject permit
to correct the error. This permit modification is to the effluent page. The modification changes the effluent mercury
sample type from grab to composite.
Please find enclosed an amended effluent pave which should be inserted into your permit. The old page should be
discarded. All other terms and conditions contained in the original permit remain unchanged and in full effect. These
permit modifications are issued pursuant to the requirements of North Carolina General Statutes 143-215.1 and the
Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit modification are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes. and filed with the Office of Administrative Hearings, Post Office Drawer
27447. Raleigh. North Carolina 27611-747. Unless such demand is made. this decision shall be final and binding.

al Muddy Point), D - Downstream at Poll Authority. The penniuce has the option of contracting with the Cape Fear River Program to perform
the instream monitoring regime.
**The monthly average effluent BODS concentration shall not exceed 18%of the respective influent value (82% removal) and the monthly
average Total Suspended Residue concentration shall not exceed 27 %, of the respective influent value (73 % removal).
** Acute Toxicity (Daphnia Pulex) PIF at 90%; February, May, August and November; See Part 111, Condition G.
The pl-I shall not be less than 6.0 standard units nor greater than 8.5 standard units and shall he monitored daily at the effluent by grab sample.
There shall be no discharge of floating solids or visible foam in other than trace amounts.
