Preston Howard, Jr., P.E., Director November 15,1996 Mr. Hugh Caldwell, Public Works Director City of Wilmington PO Box 1810 Wilmington, North Carolina 28402 Subject: Implementation of Lower Cape Fear Monitoring NPDES Permit Modification for Instream Sampling Permit No. NCO023965 City of Wilmington-Northside WWTP New Hanover County Dear Mr. Caldwell: As a participant in the coordinated instream monitoring efforts within the lower Cape Fear River basin, your facility and the North Carolina Department of Environment, Health and Natural Resources (DEHNR) have entered into an agreement that provides both parties with an effective environmental monitoring tool. By this letter, the DEHNR is waiving the instream monitoring requirements as specified within your individual NPDES permit. This waiver should be considered effective as of July 3, 1996. As specified in the Memorandum of Agreement (MOA) signed by this agency and you (or your representative), the agreement identifies the stations, parametric coverage and frequency of analysis required in order that the instream monitoring requirements be waived for your facility. All other terms and conditions in the original permit remain unchanged and in full effect. These modifications are issued pursuant to the requirements of North Carolina General Statute 143- 215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6,1983. Should your membership in the agreement be terminated, you shall notify the Division immediately and the instream monitoring requirements specified in your permit will be reinstated. I would like to express my appreciation for the cooperation and participation of all participants in this innovative approach to environmental monitoring. It is expected that the results of the agreement will effectively contribute to our understanding of the lower Cape Fear River basin environment. We also look forward to the advances that this cooperative agreement will provide in our management of the lower Cape Fear River basin and ask that you feel free to contact us should any questions arise.regarding the monitoring efforts or interpretations of the information collected.
