We are creating a drainage ditch to carry runoff coming down the mountainside, where the stream relocation was going to be. However, we are still diverting the JS directly into Mine Branch (labeled North Fork New River on the attached plan) via the temporary (now permanent) pipe that we installed. So, the ditch we are creating where the 107 ft relocation was going to go won't carry the JS at all, just runoff. Sorry for the confusion. So, it's probably best worded if we don't call it a 107 foot stream restoration, and instead say we are putting in a ditch to handle rain/runoff that flows down the mountain, and directing it to a pipe where the original stream relocation was going to go. Hope that makes sense. If not, I'm more than happy to talk on the phone and/or run by and get some photos (I believe everything is complete now). No other paperwork will be necessary. Based on our field review on Oct 17, it is my understanding that DOT intends to essentially make the temporary pipe located under the driveway permanent. We also discussed that DOT would shape the channel from the inlet upstream a 3 few feet to lessen the slope and then matt and seed the area. It is also my understanding that DOT would complete the channel relocation as originally designed to maintain efficacious drainage along the toe of the slope. We are on schedule with the actual new bridge construction, but have requested some additional time so our contractor can remove the detour. An email from Marla Chambers with NCWRC regarding the extension is below this one. Regarding this project, our original plans were to do a channel change regarding a small JS that originally flowed along the roadway. Currently, the JS is being diverted directly into Mine Branch during the new bridge construction. After thinking about it, we believe it will be best to make this temporary diversion permanent. See the attached plan revision (titled "Page 33 plans revised #2"). If we follow the original plans (see Heath's original permit letter attached above), the stream will be extended for 107 feet along the road. This will result in a wet ditch along the road that will be susceptible to being driven into by motorists, exposed to salt and other chemicals deposited on the road, and I could see the stream routinely receiving impacts from local citizens that live by the JS and may dip/clean it out on a regular basis. As you can see by the photos, it is a small JS (3 photos above). We have already mitigated for the loss of this stream segment (see mitigation letter). However, since this modification will alter the final layout of the stream I wanted to contact you to see if you were ok with the modification. I think it will make things much easier in the long run regarding future maintenance issues, be healthier for the receiving stream (Mine Branch/North Fork of the New River, which contains wild Brook Trout at this location), and will hopefully result in minor impacts to other aquatic organisms. Currently the stream is too small for fish, but I assume aquatic insects, amphibians, and crayfish use the stream. However, I think the area in question will still provide habitat for this species, as it will likely remain wet. Our plans will just reduce / eliminate flowing water through a portion of the area, and instead, put the water into the receiving stream a little sooner than the original plans call for. I believe our existing mitigation covers this alteration, but wanted to run this by you since it is a modification from the original permit drawings. Please let me know if you have questions. We are prepared to go with this modification or stick to the original plans. I attached the 401 above, but to my knowledge, we never received a 404.
